- Description
- The Marine Corps Systems Command (MCSC) anticipates awarding a follow-on Marine Corps Research University (MCRU) sole source, cost-plus-fixed-fee (CPFF), level-of-effort, indefinite-delivery, indefinite quantity (IDIQ), task order contract to The Pennsylvania State University (PSU), State College, Pennsylvania. The contracting activity for PSU is the Pennsylvania State Applied Research Laboratory, Pennsylvania State University, P.O. Box 30, State College, PA 16804-0030. The task order contract will have an ordering period of five (5) years. This five (5) year period consists of one (1) base year and four (4), one (1) year option years with a total estimated contract ceiling Not-To-Exceed $50,000,000. The MCSC task order contract is anticipated to provide five (5) years of uninterrupted essential research and development support, specialized engineering efforts, and other mission related services that will be directly linked to United States Marine Corps (USMC) customer?s priorities and will allow for funding by all appropriation types as required. The MCSC has a requirement to maintain certain core capabilities at PSU that it deems essential, pursuant to 10 U.S.C. 2304(c)(3)(B), as implemented by FAR 6.302-3(b)(2). This acquisition will enable the MCSC to access established and essential engineering, research and development capabilities at PSU in the following areas: (1) Research and Development and specialized engineering support; (2) USMC focused studies and assessments; and (3) other mission related academia services and support that may include specialized logistics, management and training requirements. This follow-on contract seeks to leverage the investments previously made in USMC research, development, studies and mission related academic support under the MCRU I contract and to continue the established strategic relationship and synergies between the organizations. The purpose of this announcement is to provide information and to promote subcontracting opportunities, if a contract should result from this procurement action. Only US COMPANIES (NOFORN) will be entertained for subcontracting opportunities and potential subcontractors must possess a TOP SECRET facility clearance at the time of award.
