- NAICS Code: 334516 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number PR-OH-04-00501 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This acquisition is a 100% small business set aside. The NAICS code is 334516, the size standard for which is 500. The U.S. Environmental Protection Agency (EPA) seeks sources to provide portable Emergency Response high volume radioactive air sampling equipment. The high volume air sampling equipment shall be capable of collecting radioactive particulate grab and 24-hour composite samples through interchangeable 47mm or 4-inch round filters (provide extra filter housings) at precision flow rates of approximately 3 to 30 CFM. The air samplers shall also be capable of collecting samples on fixed media such as charcoal, silica gel, and other media. The high volume air sampling pump flows and volumes shall be controlled continuously and displayed electronically through a control unit that corrects the data to standard, temperature, and pressure values. The unit shall be capable of displaying flow rates or volume collected on a digital display and be capable of downloading data to a computer. The unit shall be programable to allow flow rate, volume, stop time, volume shutoff, data storage, and display in English or metric units adjustments. The units shall be supplied with enclosures and tripods. The units shall be capable of operating installed with the enclosure without unit heat interference or without the enclosure. The units shall be 120VAC, 50-60Hz U.S. power compatible. Additionally, the units shall be provided calibrated with NIST traceable standards. Calibration documentation and operator manuals shall also be provided. The commercial warranty shall be provided for the units. The units shall be supplied with filter paper. The air sampling equipment shall be packaged one or two units per a durable wheeled airline approved shipping container that contains all equipment necessary to collect radioactive grab and 24-hour composite samples through 47mm or 4-inch round filters. Only one shipping case shall contain field calibration check equipment. The following seven (7) Line Items shall apply to this solicitation: ITEM 1, Quantity of 8? High Voltage Air Samplers; ITEM 2, Quantity of 8? Extra 47mm Filter/Cartridge Housings; ITEM 3, Quantity of 16 4-Inch Filter Housings; ITEM 4, Quantity of 16 47mm and 4-Inch Filters, 8 boxes of each; ITEM 5, Quantity of 8 Wheeled Cases; ITEM 6, Quantity of 1 Calibrator Digital Venturi Flow - 110V and Battery Operated; ITEM 7, Quantity of 8 Enclosure and Tripod. Documentation: sufficient documentation to allow the user to understand how to properly operate and maintain the equipment All Items shall be delivered to the U.S. EPA Warehouse, 3201 Sunrise, Las Vegas, NV, 89101 no later than 90 Days after receipt of award. F.O.B. point shall be Destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1)Technical acceptability of the item offered to meet the Government's requirement and (2) price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
