Description
NASA/GSFC has a requirement for ONE (1) LASER POWER DESIGNER, consisting of the following Statement of Work (SOW). Design power supplies and control circuitry for the laser risk reduction testbed laser which incorporate the design upgrades suggested by the Independent GLAS Anomoly Review Board (IGARB). Work with NASA GSFC laser engineers to refine the electronics design to incorporate these and other reliability features and reduce risk of failure in space flight laser systems. Develop bench-top test units as necessary to support the overall design efforts. NASA/GSFC intends to purchase the service from SPACE POWER ELECTRONICS (SPE). SPE has provided the drive electronics for both GLAS and MLA missions. Space Power Electronics participated in the Independent GLAS Anomaly Review Board (IGARB) activities. The goal of this contract is to implement the power supply design modifications that were recommended by the IGARB and the design teams from the MLA and GLAS mission teams. SPE staff have a unique understanding of these design issues and their implementation. The authority is 10 U.S.C. 2304(c)(1). The Government intends to acquire a commercial item using FAR Part 12. The procurement will be processed using FAR Part 13 Simplified Acquisition procedures, and the Government intends to solicit and negotiate with only one source, but quotes timely received by the response date will be considered. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 24, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
