Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Central Administrative Support Center, has a requirement to acquire manufacturer maintenance services for equipment located at the Hollings Marine Laboratory, Charleston SC. The Beckman Coulter equipment covered by the maintenance agreement includes 2 each - Model J20XP1 Centrifuge; 2 each - Model CEQ8000 Genetic Analysis System; Model ALLEGRA64R Centrifuge; Model DU800 Spectrophotometer; and Model L100XP Ultracentrifuge. A services agreement is needed to maintain the operation and integrity of the equipment. NOAA plans to issue an order under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisitions, to Beckman Coulter pursuant to the authority of 41 USC253(c)1, only one responsible source. These instruments are specifically designed and produced by Beckman Coulter. This company is the only authorized service agent that is able to ensure the needed specifications of these instruments and reliability of data. Beckman is the only known source of parts and technical expertise to provide maintenance and repair. The parts are proprietary to the instruments and can only be obtained and installed by Beckman. Obtaining the services by other means could compromise the warranty putting the equipment and the mission of the agency in jeopardy. NOAA knows of no other sources that possess the technical knowledge of the equipment and expertise in maintaining the equipment. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive offers. Firms who believe they have the expertise and are authorized by Beckman to maintain the specific equipment identified herein must submit its qualifications, including authorization from Beckman Coulter, and name and telephone number of references for whom the exact service has been provided. Responses received within 10 days of this notice will be reviewed and considered. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Failure to provide complete information will render the submission non-responsive and the response will not be given further consideration. Information should reference number NCNS4000-4-00218.
