Description
The VA Pittsburgh healthcare System, University Drive, Pittsburgh PA 15240 intends to negotiate with Visualization Software LLC 76 Mourning Dove Drive, Stafford, VA 22554, on a sole source basis pursuant to FAR 6.302-1 for software and licenses. The services required are that of an experienced computer programmer with evidence of knowledge, skills, and abilities in software development, the theorectical basis of item-response theory (IRT) coputer adaptive testing (CAT) and the associated mathematics required for the development of item scoring, selection, and stopping algorithms. The purpose of this project is to develop a fully computerized, touch-screen activated, computer adaptive test (CAT) version of the Burden of Stroke Scale (BOSS), a patient-reported assessment of functioning and well-being in stroke survivors whose psychometric properties have been established (Doyle et al., 2004). There are 2 primary phases to this project. The first phase requires software development that will permit (a) entry, editing, and display of test items n both audio and graphic formats, (b) touch-screen activated response selections, (c) scoring routines, and (d) storage of all user responses and response parameters. The second phase requires further software development that will permit real-time scoring, real-time computation of error estimates, item-selection routines, and stopping rules based on item-response-theory (IRT) itme parameter estimates. Firms who wish to identify their interest and capability to provide an alternate system which will meet the capabilities and functionality described above may notify the Contracting Officer, in writing, no later than 9:00 AM on 9/06/04. Such notification must include a complete description of proposed software, including narrative and capabilities described above. Notification shall be mailed to Pamela Rayburg, Contracting Officer, 7180 Highland Drive, Pittsburgh, PA 15206. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations. This notice is not a request for competitve proposals.
