- This requirement is a 100% small business set aside. This is a combined synopsis/solicitation for the purchase of Archery Camps. Purchase Request Number F4SVP442310200. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. Award will be made in accordance with FAR Parts 12 and 13.5 using Simplified Acquisition Procedures (SAP), as supplemented with additional information included in this notice. The vendor shall follow the attached Statement of Work when completing bid. The NAICS Code is 611620; size standard $6,000,000 dollars. A firm-fixed price award will be made to the responsible offer or submitting the quote that provides the best value to the Government. Evaluation will be judged on Past Performance, Compliance with Statement of Work and Price. Past performance is more important than compliance and price combined. Past performance needs to be of similar size, acquisition and scope and be within the last 5 years. All responses will be considered, but must be submitted on the requirement included in this synopsis along with the submission of completed past performance questionnaires. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS. PRICING MUST BE PER BASE STATEMENT OF WORK Archery Camp OVERVIEW: Air Force Services Family Member Programs has sponsored the youth Specialty Camps since 1999. Special funds have been allocated in support of youth of deployed and duty separated Air Force members to increase opportunities in a recreational or educational experience. Professionals with an expertise in their field will conduct the specialty camps. The experts will travel to the Air Force Base to conduct the camps. 1. INTRODUCTION: The objective is to provide youth the opportunity to experience a new activity through a recreational and safe camp. Promote volunteers to become certified instructors so the youth program can continue to offer an archery program at the bases 2. SPECIFICATION OF SERVICES A. Conduct up to 20 archery camps at various Air Force bases (see attached) throughout the continental United States for up to 16 boys and girls ages 8 to 15. This camp would be for youth with little or no archery experience. Contractor will be paid based on actual number of camps conducted not based on number of youth in each camp. B. Each camp is to be conducted for 5 days, 2 hours each day. Weekly lesson plans should focus on safety, proper use of equipment and fundamentals of archery through instruction and experience. Each participant should be allotted plenty of opportunity to have actual hands-on experience. *Contractor may conduct up to 2 training per day based on base demands. (Add in item cost) C. The base Youth Programs will have at least one staff member or volunteer to assist the instructor at each training session. Maintaining a 1 to 8 ratio for safety. D. Conduct up to 20 archery instructor-training courses at the same Air Force bases throughout the continental United States as the youth archery camps. The instructors course will be for any one 16 years and older. After successful completion of the course and test individuals will receive a national certification, which is valid for up to 3 years. E. Instructor training course will be conducted for a maximum of 16 participants and will consist of 8 to 12 hours of standardized training throughout the week. Weekly lesson plans should consist of but not limited to safety guidelines, how to shoot, how to set up an archery range, how to maintain and repair equipment, how to coach beginners. F. Each participant enrolled in the instructor?s training course will receive a training manual from the contractor. G. The government will provide access to an open field in a safe location on base. H. The government will be responsible for advertising and taking registration for the camp. I. Contractor will be required to supply required equipment so at least 8 participants can shoot at the same time. Equipment should consist of but not limited to: 8 bows, quivers, arrows, armguards and finder tabs and 4 targets. J. Contractor will be responsible for all cost incurred with shipping of printed materials and all supplies from base to base. K. Contractor is responsible for sending and making sure all equipment is delivered to the respective bases in time for the start of each camp. L. Host base will pay the cost of the lodging for on or off base accommodations based on lodging availability. 3. PROFESSIONAL REQUIREMENTS OF CONTRACTOR: A. Has experience in operating an archery camp program for at least 2 years. B. Has liability insurance coverage of at least $1 million. C. Has the capability to conduct up to four archery camps at different locations at the same time. D. Course instructor must be certified through the National Alliance for the Development of Archery. Instructors have the ability to conduct both the youth and the instructor camp at the same site. E. Contractor must produce a national certification or credential to the participants after they successfully complete the instructor?s course. After successful completion of the course, new instructor will have the knowledge to continue an on-going youth archery program for the base. F. Perform and have on file an individual security check on each instructor conducted by a nationally recognized organization G. Has the ability to communicate effectively with youth and adults. 4. PROCESS AND PROCEDURES FOR PERFORMING DUTIES: A. Contractor is responsible for coordinating logistical requirements with host site project officers once HQ AFSVA/SVPAC has determined the schedule. Coordination?s should include but not limited to: time of camp each day, location of camp, number of camps per base, directions and equipment shipping address. Arrival time should be coordinating so base access can be permitted. B. Travel arrangements and expense incurred are the responsibility of the contractor. Airfare or ground travel to and from each host site should be the most advantageous mode of travel based on cost. Meals are responsibility of contractor. C. Host base is responsible for coordination and payment of lodging for Sunday night through checkout on Saturday. When available the contractor will be permitted base lodging, if not accommodation will be reserved at a local off-base contract quarters. 5.
