Description
This is a sources sought notice. This notice does not constitute an Invitation for Bid (IFB) or Request for Proposal (RFP) and is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited. The Information Technology, E-Commerce and Commercial Contracting Center-West (ITEC4-W) located at Ft. Huachuca, AZ is seeking potential sources capable of providing electronic facsimile services. The U. S. Army Medical Department (AMEDD) requires a highly secure, facsimile (fax) service to send and receive fax documents between Military Treatment Facilities (MTFs) and their respective Managed Care Support Contractors (MCSCs). The contractor shall provide a system that allows transmission of information from the MTFs using existing desktop computers and web-based internet capabilities. Information being transmitted and received will contain Personal Health Information (PHI); therefore, service mus t be in compliance with requirements set forth by the Health Insurance Portability Accountability Act (HIPAA). The contractor's system must be able to function across the Internet and military network, be simple to use and maintain, and require no Governm ent System Administration support staff. The contractor's system must be deployable to approximately 34 MTFs comprised of approximately 125 end users. At each facility, there shall be multiple account capability to allow assignment of unique accounts to individual users. However, there is also a requirement for a limited number of accounts which multiple users must be able to access (send and retrieve) from a shared account using their individual personal computers. The proposed system must be functiona l a minimum of 12 hours per day, 365 days per year during the period 6:30 AM to 6:30 PM in each local time zone. Contractor technical support staff must be available to trouble-shoot system problems Monday-Friday during the period 7:30AM to 4:30PM in each local time zone. No on-site contractor staff is expected. The contractor shall process an estimated 200,000 pages of facsimiles per month.
