- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number M68909-04-Q-1098 is issued as a request for quotation (RFQ). This document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17 and Defense Federal Acquisition Regulations Supplement Change Notice 20000522. The Government intends to purchase on a firm fixed-price basis and award the proposed purchase order to provide all labor, materials, equipment, transportation, and supervision necessary to lay approximately 300 feet x 30 feet at 12 inch depth of Base II and Redwood headers at the Marine Corps Tactical Systems Support Activity (MCTSSA) Camp ! Pendleton, CA. Any site visit must be coordinated with the Logistic Office, SSgt Cave at 760-725-2915. This procurement is set aside for small business, however, all responsible sources may submit a quotation for consideration. The applicable NAICS code is 238990 and 235710. Inspection and acceptance shall be made at destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule of the contract. FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS (NOV 1999) is inc! orporated by reference and applies to this acquisition. The provision at FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS (JAN 1999) does not apply to this acquisition. The Government will evaluate quotations for lowest price. The offeror shall provide back-up information that supports the offered price. Box 555171, Camp Pendleton, CA 92055-5171 no later than 1:30 p.m. on 15 September 2004. To be eligible for award firms must be properly registered in the Central Contractor Registration (CCR). Award will not be made to contractors who are not CCR registered.
