Description
NAICS Code: 421490 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; proposals are being requested at this time and a written solicitation will NOT be issued. Offeror shall include a completed copy of the provisions at 52.212-3, Offers Representations and Certification - Commercial Items and FAR 52.219-1, Small Business Program Representation, with its offer. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52-212-2, Evaluation -Commercial Items, FAR 52.212-4 Contract Terms and Conditions - Commercial Items, apply to this procurement. These clauses may be found on the internet at the following site: http://www.arnet.gov/far. The following clauses also apply to this acquisition: FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration and FAR 52.243-1, Changes -Fixed Price. The purchase of the Model MA-2000 Mercury Analyzer will allow EPA to comply with Environmental Management System specifications. EMS calls for the streamlining of precesses to more effectively and efficiently utilize resources. This particular instrument will allow the EPA, by the interchanging of methods, to combine the saving of time, money and resources by eliminating gases, reagents, waste, and digestion materials. This mercury analyzer will also allow the analyst to analyze solid, liquid and gas samples on the same instrument all without the use of a carrier gas or manual digestion. The Government intends to award a sole source firm-fixed price Purchase Order for the following items: Item 0001 - M A-2 Mercury Analyzer with Software 32-position Automatic Boat Changer for Solid and Liquid and Accessories for EPA Method 1631 Rev. E Analysis Item 0002 - Step-Down Transformer (120V to 100V, 3KVA) Item 0003 - AC Voltage Stabilizer (+/- 1%) Item 0004 - Customized Dell Notebook with Windows XP Item 0005 - Travel Charges Item 0006 - Installation Charges Item 0007 - Training for Mercury Products ( Two days On-site) Item 0008 - Shipping and Handling Principle of Operation and The MA-2000 Advantages: Operates using reducing vaporization and cold vapor atomic absorption spectroscopy (CVAAS) according to EPA Methods 245..1 and 245..2.. Comes in six (6) configurations,, each capable of 1 ppt Hg measurements. Sampling is performed discretely rather than via flow injection techniques, greatly simplifying its operation..
