Description
This is a modification to the synopsis entitled NON-LINEAR COMBUSTION INSTABILITY MODEL, NNM04063314R which was posted on June 25, 2004. You are notified that the following changes are made: This procurement was previously synopsized as a sole source announcement. After the review of the capability statements submitted in response to this synopsis, MSFC technical staff decided to reissue the synopsis as full and open competition. NASA/MSFC hereby issues a Request for Proposal (RFP) for the attached Statement of Work entitled, "Comprehensive Nonlinear Combustion Instability Model Development". The Statement of Work is attached as a Word document to this solicitation. Page limitation shall be 10 pages. The due date for responses is September 7, 2004. The Government does not intend to acquire a commercial item using FAR Part 12. A firm-fixed price contract will be awarded to the technically acceptable, lowest priced proposal. Your proposal must be in sufficient detail to allow adequate technical and cost/price evaluation. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any). It is anticipated that reviewers of submitted proposals will have various areas of expertise, so the proposals should be written to be understood by engineers without a combustion stability background. Specific terms in derived equations, specific submodels, and theories that address the requirements mentioned above should be clearly identified and fully explained, along with a description of which requirement it addresses, if not already obvious. Given the page limit for these proposals, submittals should not contain long, detailed introductory or background sections that do not directly address model requirements; further, complete derivations should not be shown ? only include derivation results and a short explanation. Presenting results from similar CI models previously developed is encouraged in order to demonstrate current competency. The contractor shall not use computational fluid dynamics (CFD, that is, discretized forms of either the Euler equations or the Navier Stokes equations) as input to the model or as a solution technique to the model (i.e., proposals to develop time accurate CFD model will be considered non-responsive).
