Description
NASA/LaRC has a requirement to ugrade an existing high temperature mechanical test stand (Instron Model 8562) with a high temperature Pt-40%Rh heating element furnace, pressure control system and upgraded temperature-pressure-flow controller. NASA intends to contract with Materials Research Furnances, Inc (MRF) for the upgrades. MRF built and installed the current graphite heating element vacuum/inert furnace system in the test stand under a subcontract to Instron Corp. when the system was originally purchased. The original system was purchased under PO NAS 1 19911 from Instron Corporation in 1993. The current control system and furnace wiring and cooling systems are proprietary information of the original subcontractor MRF Inc. Knowledge of the current control system, power supply, wiring and cooling systems is required to install the upgrade. The upgraded system will use the current load stand, vacuum chamber, power supply, extensometer, and power and water feed lines and a portion of the current control system. Specifications are attached. The Sole Source Authority is FAR 13.106(b)(1). The Government intends to acquire the commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 10, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer that shall be considered by the agency. An Ombudsman has been appointed.
