- Description
- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The personnel provided by the contractor will contribute to ongoing structured research programs in the design, planning, support, and critical evaluation of scientific protocols and in the interpretation and publication of findings. This is a firm-fixed price contract for follow-on support to the Armed Forces Radiobiology Research Institute (AFRRI). The proposed project is in compliance with Public Law 92-426, entitled: Uniformed Services Health Professionals Revitalization Act of 1972 and Public Law 98-36, entitled: Foundation for the Advancement of Military Medicine Act of 1983, as well as 10 U.S.C. 178 and 2113(j) (1) which athorizes USUHS to award contracts on a sole source basis to the Henry M. Jackson Foundation for the Advancement of Military Medicine (HMJF). Period of Performance The period of performance will be one year (12 months) from the date of award, with one option year. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24 . PURPOSE The contractor shall provide scientific personnel in support of the AFRRI mission of conducting radiobiological research and related matters essential to the operational and medical support of the Department of Defense and the military services. The contractor shall be responsible for providing personnel who will contribute to ongoing structured research programs in the design, planning, support, and critical evaluation of scientific protocols and in the interpretation and publication of findings. II. SCOPE OF WORK The contractor shall provide personnel whose work will support aspects of the following AFRRI research areas: 1. Biological Dosimetry:Assess radiation exposure by developing and providing biological and biophysical dosimetry capabilities for acute-, protracted-, and prior-radiation exposures Identify proper medical treatment of injuries to military personnel to sustain war-fighting capabilities Reduce dose detection threshold and automate assays to permit a robust and rapid capability 2. Health Effects of Embedded Heavy Metals Determine whether the short-term and long-term radiological and toxicological risks of embedded DU fragments warrant changes in the current combat and post-combat fragment removal policies for male and female military personnel 3. Radiation Infection Treatment Develop and field improved medical products for the management of infection in irradiated personnel through combined treatments with new antimicrobial agents, biological response modifiers, and probiotics. Determine the effectiveness of ionizing radiation in neutralizing biological/chemical agents and develop novel radiation-based technologies for non-thermal destruction of human pathogens and other threat agents. 4. Radiation Casualty Management Develop a better understanding of the biology of radiation injury and radioprotectantdrugs Use knowledge of processes involved in radiation injury and countermeasures to identify and assess novel drug candidates III. GOALS OR OBJECTIVES (FINAL PRODUCT) Efforts from contractor personnel will allow for the successful meeting of research milestones and objectives specified in the supported AFRRI research protocols. IV. PLACE AND PERIOD OF PERFORMANCE The period of performance will be one year (12 months) from the date of award or approximately 1 Oct 2004 through 30 Sep 2005, with one option year V.Hours of Operation Performance under this contract shall consist of an eight-hour workday. Normal operating hours are between 7:00am and 5:00pm Monday through Friday. Deviations to the schedule may be required or permitted on a case-by-case basis. Federal Holidays observed are: New Year's Day, Birthday of Martin Luther King, Jr., Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day VI. SECURITY Incumbents shall be required to complete a Visitor Information Card (AFFRI Form 21), a Request for Access to AFFRI (AFFRI Form Letter 98), and a Questionnaire for Non-Sensitive Positions (Standard Form 85). The information provided on the SF 85 will be forwarded to the Office of Personnel Management, which will initiate a National Agency Check (background check) on the applicants. U.S. citizenship is required. VII. CONTRACTOR RESPONSIBILITIES The contractor shall provide personnel to meet requirements specified in the provided position descriptions. VIII. GOVERNMENT RESPONSIBILITIES The contracting officer's representative (COR) will provide five (5) position as follows: Biological Dosimetry: Research Assistant (Cytological Biodosimetry, Health Effects of Embedded Heavy Metals: Research Assistant, Radiation Casualty Management: Research Assistant, Radiation Infection Treatment: Research Assistant, Radiation Infection Treatment: Research Associate (Microbiology) In addition, the Government will provide supervision and guidance to the contractor personnel in the performance of assigned duties. Finally, the Government will provide the necessary mission-related facilities, equipment, and supplies. The Government reserves the right to reject any individual deemed unqualified to perform the duties outline in the position description against which the individual is billeted, prior to or after hiring. IX. ASSURANCES AND TRAINING The contractor is responsible for ensuring that all Federal, State and USUHS research assurances are completed, approved and a copy on file with the Contracting Officer prior to expending funds authorized under this project. The contractor must fulfill all specialized training requirements (e.g., animal use, human subjects protection, radiation, etc.) associated with the project. This is a joint effort between AFRRI and the Contractor. X. TRAVEL AND PER DIEM Travel and per diem expenses must be authorized, if required, only for contractor personnel provided to AFRRI under Section V of this contract. Other contractor travel and per diem expenses are not authorized. XI. INVOICE AND PAYMENT The contractor will submit invoices monthly as instructed in "Invoice" Clause in the Contract. POSITION DESCRIPTION - RESEARCH ASSISTANT CLIN 000101 /000201 (Radiation Casualty Management) I. INTRODUCTION The mission of the Armed Forces Radiobiology Research Institute (AFRRI) is to conduct research in the field of radiobiology and related matters essential to the operational and medical support of the Department of Defense (DoD) and the military services. AFRRI serves as the principal ionizing radiation radiobiology research laboratory for DoD and supports defense research requirements identified by DoD components. AFRRI provides services and performs cooperative research with other federal agencies and institutions, with the approval of the President of the Uniformed Services University of the Health Sciences. II. PRINCIPAL DUTIES AND RESPONSIBILITIES The individual will be responsible for applying a variety of skills and abilities in support of research for the development of radiation protective agents.A. Assists in the conceptualization and design of experiments in the analysis of the radioprotective, behavioral, and physiological effects of animals exposed to ionizing radiation. B. Performs experiments to assess the biological and physiological effects of exposure of rodents or cell cultures to radiation. Activities include the handling of rodents to include injections, gavage, euthanasia, and the preparation of standard buffers. C. Maintains exact and detailed lab notebooks containing each animal's training and testing history. Collects, files, tabulates, graphs and summarized all primary data. Cross-references records for future use. Aids in final statistical analysis of data. D. Trains and maintains experimental animal subjects. Coordinates and schedules work on shared time equipment (e.g., radiation sources). Performs in a radiation area. Handles all aspects of radiation exposure experiments with exception of radiation source operation and dosimetry. Complies with SOP's and instructions pertaining to the safe handling of irradiated animals or other hazardous materials, disposal of wastes, etc. Determines supply needs and coordinates with other departments to obtain supplies, experimental animals and technical support (e.g. electrical, mechanical). Maintains sufficient supplies on hand at all times. Checks in supplies and equipment as they arrive. Uses computerized monitoring equipment. Recognizes abnormal, unusual or spurious results, traces and corrects the source of error or arranges for correction of the malfunction. Selects, screens and cares for a variety of experimental animals during testing, and experimentation, including daily husbandry, environmental control, detection of illness, routine medication and special feeding schedules. Adheres to administrative rules and regulations pertaining to Government, and the Armed Forces Radiobiology Research Institute. Performs all duties in accordance with such guides and applicable safety practices and standards. K. Performs other duties as assigned. III. CONTROL OVER THE POSITION Work is performed under the technical and administrative oversight of a principal investigator. The individual is given only general instructions and advice, and then performs tasks with responsibility for using well-trained judgment in determining which questions are to be referred to the principal investigator. He/she is expected to attempt the solution of problems when such efforts are within the scope of the researcher's abilities and training. Individuals are thus expected to select and adapt appropriate research methods and choose the best techniques applicable to the research problem. Judgment is required in selecting the appropriate research methodology. Originality is expected and is evidenced in developing improvements and modifications to established procedures. The research biologist is expected to schedule his/her own work and make modifications in techniques, if necessary. Biologist will report anticipated schedule to principal investigator to insure adequacy and practicality of schedule. Biologist will provide oral and written progress reports to principal investigator at regular intervals. Performance is evaluated in terms of skill and knowledge applied, initiative, cost-effectiveness and precision displayed and the value of the contribution made toward the successful accomplishment of research objectives. Must be proficient in specialized skills in biology and demonstrate flexibility and the capacity to rapidly grasp new concepts and techniques for application in laboratory research. Must be reliable in attention to specific detail and perform day-to-day operations with minimal intervention from the principal investigator. Must have experience in the use of microcomputers. Biologist should be able to learn specific laboratory applications of computers rapidly. Must have experience working with animals, particularly laboratory mice. Biologist cannot have a known allergy to animals, to animals, or an aversion to working with rodents. Biologist should be able to maintain a computer database, and perform basic statistical analysis of experimental data. Duties of the position require general knowledge of experimental biology.
