Description
Technical Questions regarding the "Research Scientific Personnel Support for the Operation Iraqi Freedom (OIF) Project" RFQ (solicitation #PMB4038). As a result of questions asked from an offeror, this requirement is amended to provide the following clarifications: 1. The RFQ indicates that primary work site would be USUHS and secondary work site is Deployment Health Support Directorate, ASD(FH). Is it sufficient if the Project Coordinator and the Senior Epidemiologist are in Bethesda for access and response to USUHS and other staff members are at USUHS only as necessary (determined by the PD)? No, it is not sufficient, on site is required, with additional staff at USU as needed. a. Could the other three positions be located outside of Bethesda? No, must be located at USU. b. If the data is electronic, is the physical presence of staff at USUHS immaterial? Data is electronic, but there are too many issues that will require close contact with USU Principal Investigators (PIs). Efficient staffing for complex data management requires on-site at USU. 2. Does the Data Abstractor have to physically go to military installations to get the data? Hence, should we cost travel to some installations and if so which ones? No. I do not think travel will be necessary. You aren’t required to travel to any installations. 3. The RFQ sounds as if it is describing individuals, e.g. one data abstractor. Could there be two or more data abstractors if that is necessary to efficiently gather the data so long as the total number of hours allocated to those two individuals does not exceed 960? Yes, you the contractor has to assure the staff you are providing can accomplish the work as outlined in the synopsis. 4. What is expected in the option years? The option years will involve additional data management and analyses.
