Description
This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Written proposals are being requested and a written solicitation will not be issued. This is a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24 and DFARs Change Notice (DCN) 20040625. Standard Industrial Classification (SIC) code is 8711 and the dollar threshold is $4.0 million. NAICS is 541330. This acquisition is unrestricted. This purchase will be for Modeling Simulation and Integration (MSI) in Support of Air Warfare Mission Simulator (AWMS), Joint Strike Fighter (JSF) Planning and Implementation, and Test Evaluation Modeling and Simulation (TEMS) Support in accordance with the attached Statement of Work. In addition to all the requirements detailed in the Statement of Work, the following special requirements apply to the acquisition. Interested parties must be: (1) Able to immediately provide an adequate number of employees possessing Top Secret clearances and appropriate Special Access Required (SAR) clearances, (2) Capable of development of major systems with highly specialized equipment, software and hardware components and (3) Capable of providing equipment 100% compatible with all existing program components. Interested parties who believe they can meet all of the requirements for the Modeling Simulation and Integration (MSI) in Support of Air Warfare Mission Simulator (AWMS), Joint Strike Fighter (JSF) Planning and Implementation, and Test Evaluation Modeling and Simulation (TEMS) Support described in this synopsis are invited to submit in writing complete information describing their ability to provide the required requirement. Offerors are required to submit with their proposal enough information for the Government to evaluate the minimum requirements detailed in this synopsis. The information will be forwarded to the Program Office for a complete Technical Evaluation to determine if it meets the requirements of the program. CONTRACTORS MUST COMPLY WITH FAR 52.204-7 CENTRAL CONTRACTOR REGISTRATION (OCT 2003) AND DFARS 252.204-7004, ALTERNATE A (NOV 2003). Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications--Commercial Items with the offer.
