Description
This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only ssolicitation; proposals are being requested and a written solicitation will NOT be issued. This solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-32. The Library of Congress has a requirement to purchase (1)Artist Pro digital multi-spectrum camera that can record visual and non-visuala information at various spectral ranges for the examination, analysis, and documentation of paper artifacts, including documents, drawings, prints, and photographs. Using a light source with a wide spectrum and various digital filters, the camera enables the Library to capture information at spectral ranges that includes ultraviolet (320-400 nm), visible red, green, and blue (400-700 nm), infrared 1 (700,950 nm), and infrared 2 (950-1100 nm). Additional information can be obtained through the accompanying software, which allows for enhancing, combining or subtracting the information form different spectral ranges. This camera will be able to capture a 1369 x 1036 pixel image and have a zoom capacity of 40x using an 18-108mm lens. The camera is also built for easy connection with a standard microscope for additional magnification. All items shall be delivered within sixty days after receipt of order. The following provisions apply to this acquisition; 52.212-1 Instruction to Offerors-Commercial and 52.212-4 Contract Terms and Conditions- Commerical Items (under this clause the following clauses have been modified by the Library of Congress; 52.233-1 Disputes 52.232-25 Prompt Payments. (These clauses shall be available upon written request) offerors shall include a complete copy of this provisions at 52.212-3 Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-5 Contract Terms and Conditions required to implement Statutes of Executive Order - Commercial Items applies to this acquisition (under this clause the following clause have been modified by the Library of Congress; 52.223-3 Convict Labor and 52.215-2 Audit and Records Negotiations. These clauses shall be available upon written request. The following FAR clauses are applicable under 52.212-5; 52.222-26 Equal Opportunity,52.222-35 Affirmative Action for Handicapped Workers; 52.211-5 New Material. Proposals shall be submitted by fax on company letterhead to: 202-707-8611 NO LATER THAN September 15, 2004.
