Description
The National Institutes of Health (NIH), National Institute of Neurological Disorders and Stroke (NINDS), Medical Neurology Branch (MNB) intends to procure on a sole-source basis with Compumedics USA, INC., 7850 Paseo Del Norte, Suite 101, El Paso, TX 79912 for a upgrade from a STIM system to a STIM2 system. The Human Motor Control Section of the Medical Neurology Branch is currently engaged in Cortico-muscular coherence and tremor studies. Patients with various neurological diseases and normal volunteers are tested weekly in and outside the lab. The ability to acquire data at various locations is critical to their studies. The current system is limited to 32 channels of data and the upgrade will provide 64 channel spatial placements of eeg electrodes which will greatly enhance their data resolution. The upgrade will provide MNB with the following: 1) the capability of collecting data a sampling rate of (20 kHz for all channels); and 2) a windows based platform which is more user friendly and can be networked and kept updated with necessary security patches. The Compumedics upgrade is the only known item that can upgrade the MNB existing Government owned equipment to provide the above enhancements. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet all of the above requirement, they may submit a statement of capabilities. The Governments intent is to upgrade one of its instruments, and capability statements offering a new instrument will not be considered. All information furnished shall be in writing and must contain sufficient detail to allow the NINDS researcher to determine if it can meet the above unique specifications. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on September 8, 2004. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
