Description
The National Cancer Institute (NCI) Division of Cancer Control and Population Sciences (DCCPS), plans to procure on a sole source basis services for Measurement of Estradiol for Health, Eating, Activity and Lifestyle (HEAL) Study of Breast Cancer Prognosis with University of New Mexico Health Sciences Center, 1 University of New Mexico, Albuquerque, New Mexico 87131. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized in FAR Part 13. The North American Industry Classification System Code is 541990 and the business size standard is $6M. The HEAL Study of Breast Cancer Prognosis is an observational study in a multiethnic cohort of about 1200 women with early stage breast cancer to examine the association of weight, physical activity, diet, serum hormones, tumor characteristics, and breast cancer prognosis. Women are enrolled in three sites across the United States: New Mexico, Seattle, and Los Angeles. The purpose of this project is to perform estradiol assays for the New Mexico sample of women for the baseline survey. The measurement of estradiol was done for the Seattle and Los Angeles sites at baseline and for all sites at the 24-month, using a RIA method. The New Mexico site used Quest laboratories, a commercial laboratory, to obtain the estradiol assays at 24-months. All sites used the RIA method. In order to have comparable serum estradiol measurements across the three study sites, it is essential that the same methodology is used for all sites. Further, it will be optimal for the UNM assays to be performed by the same laboratory for the 24-month sample as was done for the baseline samples. Thus, the ARP will have to provide the University of New Mexico investigators the resources to have the RIA tests performed for a sample of 700. The proposed HEAL investigator, Dr. Richard Baumgartner's laboratory is the only group for the job because the samples reside in his laboratory and he was responsible for the collection of the samples. Dr. Richard Baumgartner is Professor of Internal Medicine in the Division of Epidemiology and Preventive Medicine, Department of Internal Medicine, University of New Mexico School of Medicine. He is an internationally recognized expert in the field of body composition as it relates to chronic diseases and aging, with over 290 peer-reviewed publications. He is the Principal Investigator of the New Mexico Health, Eating, Activity and Lifestyle (HEAL) Study, a cohort of breast cancer survivors; and the New Mexico Aging Process Study, a cohort study of body composition and disability in elderly men and women. Dr. Baumgartner has established expertise in biomarker assays in epidemiological research, and his laboratory performed many of the hormonal assays for the HEAL Study. . This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST, September 15, 2004.
