- Description
- The National Institutes of Health (NIH), National Institute of Neurological Disorders and Stroke (NINDS), NIH Mouse Imaging Facility (MIF), plans to procure on a sole source basis for the upgrade of its MicroCATII small animal imaging system from ImTek Inc, PO Box 10346, Knoxville, TN 37939. The MIF is a shared resource that provides state-of-the-art equipment resources for research in development and application of magnetic resonance imaging (MRI), magnetic resonance spectroscopy (MRS), X-ray computed tomography, bioluminescence, ultrasound and other animal imaging techniques. The facility resources are accessible to all investigators at the NIH. Additionally, MIF provides technical and material support for research activities conducted within the In Vivo NMR Research Center. This upgrade of hardware and software will provide the NINDS Government owned MicroCAT II, micro computed tomography system with expanded image reconstruction capabilities. The upgrade will provide the MIF with micro-CT image capabilities for almost any size data set including mice and rats, and a shorter scan time which means shorter anesthetic procedures for the animals, and more time available on the machine for investigators to collect data. This real-time reconstruction engine from Imtek maintains the warranty on the current NINDS Government owned MicroCAT II scanner and through that, the continued successful and safe operation of the scanner. The MicroCAT II CT manufactured by Imtek , Inc. is the only qualified vendor to provide service and upgrades for the MicroCAT II scanner. This item is commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement including installation without voiding current warranties it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. This procurement is in the aggregate and the Government will not consider any proposals offering just the camera without installation. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 8, 2004. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
