- This acquisition is for a Multirole Electro-Optical End-to-End (MEON) Flight-line Test Set, P/N 001-007747-101 (NSN 4920-01-498-3431) quantity of three (3) each. The Government does not own specifications or drawings to permit full and open competition. The Government intends to procure this item under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. Northrop Grumman, as the designer, developer, and sole manufacturer of the items to be acquired, is the only known source with the knowledge, experience and technical data necessary for the manufacture and the design/application requirements of the equipment involved. Firms that recognize and produce the required items are encouraged to identify themselves. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. See Numbered Note 22. The required procurement is in support of the V22 Program. The Government does not hold any proprietary rights to any drawings or data. The Government believes that only one reliable source can provide the services that will satisfy the Government requirements. This synopsis constitutes the total solicitation.
