Description
NAICS Code: 541 THIS IS A COMBINED SYNOPSIS/REQUEST FOR QUOTATION (RFQ) RFQ-RT-04-00455. EPA intends to negotiate a sole source Firm Fixed Price purchase order to Biomark of Boise, ID, under the authority of FAR Part 6.302-1-- The purpose is to establish a remote PIT-tag monitoring station for EPA Freshwater Habitat Research Project. With this project, EPA seeks to examine the influence of landscape and watershed-scale human activities on the habitats and viability of freshwater fishes in coastal Oregon. EPA research indicates Biomark is the sole provider of Destron-Fearing 12mm "super" PIT tags and transceiver/antenna systems that are currently in use by this project and cooperators. Therefore, Biomark possesses the unique ability and knowledge necessary to complete this project due to the familiarity with current PIT tag technology and no other would meet the EPA's specifications other than the Destron-Fearing system marketed by Biomark. For this project, Biomark will coordinate with EPA to (1) conduct a site visit to Winchester Creek near Charleston, Oregon to determine a specific suitable location for this project; (2) assemble and test in-stream antennas; (3) install and test the multi-plexing transceiver on site; and (4) provide maintenance and operation site visits as necessary. Any firm believing itself capable of meeting EPA requirements may submit documentation to establish the potential of completing such work. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Biomark. A determination by the Government not to compete this proposed purchase order based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This notice is not a request for quotations. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541. The anticipated award date is September 10, 2004. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to: U.S. Environmental Protection Agency, Attn: Terri Shook (D143-01), 4930 Old Page Road, Research Triangle Park, NC 27709. Responses must include detailed technical information and other technical literature demonstrating the ability to meet the requirement. Responses shall include itemized pricing that is sufficient to make a determination that competition is feasible.
