Description
The Natural Resources Conservation Service has a requirement for assistance in assessing the geomorphic conditions of McCarthy Creek for use in developing solutions to erosion, deposition and flooding problems at McCarthy. The town of McCarthy is located in the eastern portion of South-central Alaska. McCarthy sits in the middle of Wrangell-St. Elias National Park and Preserve, the largest national park in the United States. McCarthy is a historic mining town. The majority of the economy of today relies on summer tourism and employment by the National Park Service. Two buildings currently reside on the National Record of Historic Buildings, the hardware store and the powerhouse. The hardware store sits at the south end of town up on a floodplain terrace and the powerhouse sits at the south end of town, down on the bank of McCarthy Creek. The powerhouse is currently threatened by McCarthy Creek. The study will include the entire watershed of McCarthy Creek as well as portions of the Kennicott River. The study will concentrate on the immediate area of McCarthy Creek at McCarthy and will include the McCarthy Creek Watershed upstream and downstream of McCarthy as well as the East Fork of the Kennicott River. This contract is for assistance with assessing the historic, current and possible geomorphic conditions of McCarthy Creek. Geomorphic study shall be performed to attempt to understand the nature of sediments being eroded, transported and deposited in McCarthy Creek. The resulting geomorphic assessment will be used to assess the likely future of McCarthy Creek within the study reach as well as to aid in the design of solutions to problems occurring there. Geomorphic study includes all geomorphic processes occurring at McCarthy Creek from the upper reaches of the watershed to the confluence with the Kennicott River. Proposals will be ranked technically in descending order of importance with the following criteria: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Prospective contractors must submit a completed SF 330 demonstrating how they meet the aforementioned criteria. The Request for Quotation will be available on or about September, 3, 2004.
