- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is: W31P4Q-04-T-R100, the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. The contract line item number(s) and items, quantities, and units of measure are: CLIN 0001- nCode ICE-Flow/Glyphworks Softw are, GlyphWorks Std One (1) EA; CLIN 0002- nCode ICE-Flow/Glyphworks Software, ICE-flow GlyphWorks-fatigue One (1) EA; CLIN 0003- nCode ICE-Flow/Glyphworks Software, ICE-flow GlyphWorks fatigue-EDIT, One (1) EA; CLIN 0004- nCode ICE-Flow/Glyphworks Softwar e , One (1) year Annual Maintenance. The required delivery date is no later than 30 October 2004. Inspection/Acceptance/FOB will be destination. All responsible sources may submit an offer, which shall be considered by the Agency. The proposed contract action is for items for which the Government intends to solicit and negotiate only with one source. This notice is not a request for competitive quotes. Only nCode International components meet all the Government specifications. Anticipated award will be n Code International, Travelers Tower One, 26555 Evergreen Rd., Suite 700, Southfield, MI 48076. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clause required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition regulation Supplement (DFARS) as appropriate for the dollar value of the award. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items, is applicable, the specific evaluation criteria to be included in paragraph (a) are technical capability and price. The evaluation factor technical capability is significantly more important than price. Offerors shall include a completed copy of th e provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and ConditionsCommercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Condition s Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. The additional FAR clauses cited at paragraph (b) in the clause and applicable to this acquisition are: clause (14), (15), (16), (17), (18), (19), (20) (23 ), (25) and (30). Offer is due not later than 3:30 PM Central Time, 13 September, 2004, inn the contracting office, building 5400, Room B-145, Redstone Arsenal, Alabama 35898-5280.
