- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood the FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in cae FBO is unavailable. Please feel free to use either website to access information posted by the Navy Sea Systems Command. This is a synopsis/solicitation for items using Simplified Acquisition Procedures (SAP) in accordance with FAR 13. The North American Industry Classification System Code (NAICS) is 332311. This is a small business set-aside. Interested offerors must identify their size status. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is N00178-04-Q-3058. Full and Open procurement actions will be used to acquire four (4) steel dry freight ISO (International Organization for Standardization) containers, one time use. Award will be on an ?all or nothing? basis. The Naval Surface Warfare Center, Dahlgren Division intends to purchase commercial equipment that meets the following salient characteristics. 1) ISO containers need to be in excellent condition, what is known as a one time use container. 2) Containers are required to have double doors on both ends. 3) Container dimensions shall be 40 feet in length, 9 feet 6 inches in height and 8 feet in width. A container with a height of 9 feet6 inches is known as a high cube. 4) Each container shall have a convection style ventilation system consisting of at least two (2) wind driven turbines mounted on the roof and at least four (4) 6 inch x 8 inch rectangular screened louver air vents, one cut out at the bottom of each door. 5) The vents are to be installed on the door becau! se items stored in the container will constrict the airflow if they are installed on the container sides. 6) Exact placement of the vents on the doors and wind turbines on the roof is at the vendor?s discretion. 7) Delivery shall be no later than six (6) weeks after receipt of order (ARO). Earlier delivery is acceptable and encouraged. Items are to be priced FOB Destination Dahlgren, VA, therefore quotes must include all applicable shipping charges. The proposed purchase does not involve the acquisition of spare or repair parts. Items must include the manufacturer?s standard commercial warranty and the description of the warranty terms and conditions must be identified in the offeror?s quote. The resulting purchase order will be awarded on DD Form 1155. All quotes shall include the following information to enable the Government to make its award determination: a technical description of the item being offered in sufficient detail to evaluate compliance with the specifi! cations listed above. The Government will award order resulting from this synopsis to the responsible offeror whose offer is determined to be most advantageous to the Government. Award decision will be based on offers that meet the above noted specifications and price. Offerors must be determined to be responsible in accordance with FAR 9.104-1, and must be registered in the Central Contractor Registration (CCR). The closing date for this announcement is 9 September 2004, with award anticipated to be made no later than 17 September 2004.
