Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is an unrestricted Request for Proposals (RFP) for ?brand or equal? case management system (CMS) COTS software. Incorporated FAR provisions and clauses are those in effect through FAC 24 effective July 19, 2004. The North American Industrial Classification Code (NAIC) is 443120 and the size standard is $7.5 million. The Commodity Futures Trading Commission (CFTC) requires CMS software for case and matter management, document management, relationship management, calendaring, document assembly, time and expense handling, e-mail and workflow. CFTC has identified one software product, ?Practice Manager?, manufactured by RealLegal, LLC, that fully meets its technical requirements. To be considered equal, another product must, at a minimum, have the same range and degree of functionality as Practice Manager. The following special features are required: the product must allow users to load cases on a laptop for remote use, and to re-sync with server for the purposes of updating; the product must offer an effective means of simplifying data entry by providing the user with lists of values from which to select data to be entered; at both the user as well as the group level, the product must facilitate data entry by saving, and making available for reuse, commonly entered information such as work product "templates?; product must provide an integrated search engine with search options for document searches and database searches; search capabilities must include concept searching; product must provide a graphic calendar and a bi-directional interface with MS Outlook; product must provide a comprehensive graphic workflow capability that can expand and contract a workflow hierarchy of tasks; product must provide a full-featured Document Management facility, which includes versioning, scanning, and auditing, and must also be capable of interfacing with Hummingbird's DOCS OPEN; product must provide facilities to Fax a document from within the application and include the ability to establish and use timesaving templates; product must provide a capability to support the capture of incoming calls; product must provide appropriate tools and must be sufficiently extensible to support customization in response to CFTC?s changing needs; product must be based on SQL Server technology. Software procured through this solicitation must meet the applicable accessibility standards at 36 CFR 1194, which implements Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d). Evaluation criteria to be used in FAR 52.212-2, Evaluation ?Commercial Items, include: (1) ability to meet the technical requirements of this solicitation, (2) past performance that demonstrates a proven track record of successful product implementation and operation, and (3) price. For purposes of this acquisition, other factors, when combined, are significantly more important than price. Offerors shall provide product specifications and capabilities, applicable licensing agreements, past performance references and phone numbers, and pricing for 150 user licenses including maintenance for one year plus four option years. Offerors must also provide a completed copy of FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items (this provision can be found at: ttp://www.arnet.gov/far/). All proposals must be clearly marked with Solicitation Number RFP-044IT019 and emailed to ngraham@cftc.gov, or faxed to the attention of Nick Graham on (202) 418-5414, no later than 4:30 pm EDT on September 10, 2004. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value to the Government, price and other factors considered. Vendors must be registered in the Central Contractor Registration (CCR) in order to be awarded a contract. All responsible sources may submit proposals that will be considered by the Government.
