Description

This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number 15-3K47-04 is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 01-24. USDA, ARS, PSI, Molecular Plant Pathology Laboratory requires the ProteomeWorks Spot Cutter System for a research initiative in proteomics. The NAICS Code is 334516 with a small business standard of 500 employees. The Government intends to negotiate on a sole source basis with BioRad Laboratories, Inc., 2000 Alfred Nobel Drive, Hercules, CA 94547, pursuant to FAR Subpart 6.3, only known manufacturer/distributor of the spotter cutter. The ProteomeWorks Spot Cutter System is as follows: Line Items 01: Catalog #1657065, 02: Catalog #1708140, 03: Catalog #1709630, 04: Catalog #1708001, 05: Catalog #1707368, 06: Catalog #1707251, 07: Catalog #1708140WS, Standard commercial warranty. Inside delivery FOB destination to Beltsville, Maryland within 30 days of award. The following FAR clauses and provisions apply: FAR 52.212?1, Instructions to Offerors?Commercial Items; FAR 52.212?2, Evaluation Commercial Items?Award to a technically acceptable offeror, at a fair and reasonable price; Evaluate on price, technical capability and past performance. FAR 52.212?3, Offeror Representations and Certifications?Commercial Items. Include a completed Certifications and Representations with your quote. FAR 52?212?4, Contract Terms and Conditions?Commercial Items. The following FAR clauses in paragraph (b) of FAR 52.212?5, Contract Terms and Conditions Required to Implement Statues of Executive Orders?Commercial Items, will apply to the resultant contract: 52.203-6, 52.222?26, 52.222?35, 52.222?36, 52.222?37, 52.225.1, 52.225?3, 52.225-4, 52.225-13, and 52.232-34. 52.222-70 COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS. (a) The offeror represents that if it is subject to the reporting requirements of 38 U.S.C. 4212(d) (i.e., the VETS-100 report required by FAR clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has [ ], has not [ ], submitted the most recent report required by 38 U.S.C. 4212 (d). (b) An offeror who checks "has not" may not be awarded a contract until the required report is filed. The following two clauses apply to CCR Database Registration: 52.204-7 Central Contractor Registration, Alternate 1, 52-232-33. Payment by Electronic Funds Transfer CCR. Section 508 Accessibility Compliance Clause: All Electronic and Information Technology (EIT) procured through this contract must meet the applicable accessibility standards at 36 CFR 1194. The contractor's DUN'S number will be used to verify registration in the Database system. All responsible sources may submit a quotation, which will be considered by the agency. Responses shall include literature, catalogs, price lists and other such information in order to determine the ability to meet the above stated capabilities. A firm fixed price contract will be awarded to the responsible firm with a quote that's most advantageous to the government considering price and price-related factors.
