Description
17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested for solicitation number RFQ4088. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 325414 and the small business standard is 500. The National Institutes of Allergy and Infectious Diseases (NIAID) has a requirement for large scale production of humanized antibodies (purified IgG) against dengue viruses (Type 1 to 4) in high yield. Contractor Requirements: Contractor shall perform the following to produce purified IgG in the specified quantities- 200-L CHO 1A5 and 100-L CHO 5H2 - culture production and purification using existing cell bank of the CHO cell line as an inoculum for the production of the recombinant IgG. The contractor must use SDS-Page and Western Blot analysis to ensure the purity of the IGG; The contractor shall work with various members at the NIH/NIAID on an as needed basis and shall communicate updates, both orally and in writing to include a worksheet with hours worked and work completed, as well as, a written report of tasks performed to the Section Chief on a weekly basis. The procedures that will be used in awarding this contract will be by written quotations or solicitations. Place of Performance: Task shall be performed at a vendors provided location. The required products will be delivered to Bethesda, MD. The contractor shall package and ship all samples to the required location. The offerors proposal should address pricing for each occurrence of antibodies production. The anticipated period of performance is 8 weeks from the date of award. Evaluation Criteria: Price and other factors such as quality and past performance. FOB point shall be destination, inside delivery required for Bethesda, MD 20892. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Mrs. LaDonna Stewart at (301) 402-5770. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications ? Commercial Items. Offers must be submitted no later than 5:00 PM Eastern Daylight Time (EDT), September 20, 2004 to Ms.LaDonna Stewart.
