Description
The United States Marine Corps has a requirement for technical, analytical and business support services for the establishment and operation of the Non-lethal Technologies and Innovative Concepts Center (NTICC). The anticipated budget for this effort is as follows: Fiscal Year (FY) 2005 $500K; FY2006 $1.0M; FY2007 $500K; FY2008 $1.0M; FY2009 $500K. This effort will be pursued on an unrestricted basis. The Government anticipates issuing a cost type contract to the successful offeror. The purpose of the NTICC is to facilitate the process of soliciting, reviewing, selecting, administering, monitoring, managing, and reporting of grants related to the Research, Development, Test & Evaluation (RDT&E) as well as the conceptual employment of Science and Technology (S&T) that is of interest to the Joint Non-lethal Weapons Directorate (JNLWD). In addition, the NTICC sponsors, establishes, and manages symposia and technical working groups consisting of experts, researchers, and scientists from academia, industry, military, and government for the purpose of studying and exchanging information related to S&T of interest to the JNLWD. The NTICC acts as a primary conduit of information exchange and interchange between the JNLWD and academia, industry, military, and other government entities. It is anticipated that a draft RFP for the NTICC procurement will be issued 4th Quarter of Fiscal Year 2004. Contract award is projected for Fiscal Year 2005.
