- NAICS Code: 541990 NAICS code 541990: The U.S. Environmental Protection Agency (EPA) plans to negotiate on a sole source basis with the University of Kentucky. Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253 (c)(1), which allows for negotiations without full and open competition if there is only one responsible source. The basis for this determination is that the U.S. EPA National Center of Environmental Assessment-W previously awarded a contract, PO 2W-1742-NATA to the University of Kentucky. The study of pregnant women, was conducted bu Dr. Hopenhayn, Principal Investigator to examine adverse effects of arsenic exposure from drinking water in Chile in two cities with differing water arsenic levels, Antofagasta (40 uglL) and Valparaiso (>5 ug/L). The University is currently in possession of the data and has been conducting all the related analyses related to anemia during pregnancy. To conduct another study to obtain new urinary and blood samples for laboratory analysis would require considerable more resources than to analyze the existing samples that Dr. Hopenhayn has in storage. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requiring by submitting documentation, to Thomas Martinez at the office identified above, by fax (703)308-2358 or by e-mail (Thomas.Martinez@epa.gov) , which establishes that their specifications meet EPA?s requirement. Documentation must be received within fifteen (15) days after the date of publication of this synopsis to be considered by EPA. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
