- Description
- In response to Iraq's post war unemployment levels and the 30-year absence of rule-of-law, which has left Iraq with a political and economic governance vacuum, USAID/Iraq will procure technical assistance to help Iraqis overcomes the overarching problems of legal, fiscal, institutional and regulatory frameworks and functions that complicate private investment and trade flows. Effective laws, regulations and institutional structures are needed to provide legislative and regulatory authorization to proceed with programs to develop the private sector, divest government assets, and create a competitive business environment generating real growth and employment. The contractor will work with USAID, other relevant U.S. and coalition entities, and appropriate Iraqi institutions. The contractor will also utilize experienced personnel, in coordination with USAID, Iraqi ministries, financial institutions (including banks), the Central Bank of Iraq, Ministry of Finance and other partners, to implement a three-year base contract (with two one-year option periods). The contractor will develop and implement international best practices solutions aimed at improving economic governance and the policy-enabling environment for private sector-led growth in the areas of: Tax, Fiscal and Customs Reform; Monetary Policy through building the capacity of the Central Bank of Iraq; Development of the Banking Sector; Commercial Law and Institutional Reform; Capacity Building of the Iraqi Electricity and Communication Industries; and Social Services. In doing so, the contractor will focus on those policies, regulations, administrative procedures and institutions that have the most direct impact on the ability of foreign and domestic private sector firms to invest and grow their businesses in Iraq.
