- SECHQ1-04-Q-0106, Mod 0001, has hereby been amended as follows: This is a notice of Intent to award a Sole Source contract for service under the authority of FAR 6.302-1 to Factiva, 1400 L Street, NW, Suite 460, Washington, DC 20005. The scope of work includes the following: The Securities and Exchange Commission (SEC) requires an Internet source for news retrieval and stock quotations in support of enforcement and regulatory activities. The selected source shall provide retrieval of news for at least ninety (90) days and as recent as one to two minutes old along with stock quotations that provide a maximum 15-minute delay on quotes of common stocks. In addition to current news, the service shall provide an archival library of publications and at least 25 years of historical price quotes on stocks, bonds, mutual funds, market indexes and options, and historical data on exchange rates for more than 150 currencies. The historical averages shall include daily high, low, close, and volume available for the last trading year for industrials, composite indexes. The information shall consist of business and economic news from such sources as the Dow Jones Newswires and include full-text from newspaper sources such as the Wall Street Journal, The New York Times, The Washington Post and popular business magazines such as Barron?s, Business Week, Forbes, and Fortune. In addition, WSJ.com shall be available from Dow Jones. This service shall allow flexible searching using such parameters as date, source, and keyword. The service shall provide a news tracking and alert feature that allows each user to customize the service to fit individual needs. The information shall be available through the Internet using Commission-owned personal computers. The services are being procured under FAR Part 13. The above named vendor is believed to be the only source for this service. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Interested contractors may submit their capabilities and qualifications to perform the effort in writing by fax, or e-mail to Debra Chapman no later than 10:00 AM EST on Friday, September 10, 2004. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
