- Description
- The Government intends to issue a sole source modification to contract DCA200-97-D-0054 with AT&T Communications, Government Solutions, 1900 Gallows Road, Vienna, VA 22182, to procure video teleconference hub equipment to support Combatant Commander(s) and their operations in CONUS and OCONUS. AT&T is currently under contract to provide network and hub operations for DISN Video Services (DVS) via the DISN Video Services-Global (DVS-G) contract. To maintain critical warfighter situational awareness via the DVS tool and ultimately operational readiness across the global video spectrum, disruption of DVS-G services cannot occur. DoD currently uses Video Teleconferencing (VTC)to conduct daily operations in support of real-time worldwide missions to include the war on terrorism, Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF). Combatant Commander(s) have determined that secure VTC is a critical tool for Command and Control of Forces. Loss of VTC capability would seriously affect current and future combat operations. The DISA DVS Service Manager?s office has determined AT&T must perform this requirement for the following reasons: The equipment supporting the existing AT&T architecture has become manufacturer discontinued making it impossible to further expand the hub capacity. There is a requirement to satisfy the surge in urgent requirements to meet Combatant Commander(s) on-demand conferencing. This requirement will be satisfied with a series of Combatant Command(s)mini-hubs using state of the art technology, that will be backwardly compatible with the existing equipment. The mini-hubs at the Combatant Command(s) that will be managed through the central DVS-G operations center must be interfaced with the worldwide AT&T DVS service. The existing infrastructure must be bridged with a growing population of IP based Video Teleconferencing Facilities to match the movement of the customer base toward IP based video. Additionally, the mini-hubs procured through this effort will be provided as Government Furnished Equipment (GFE) on the follow-on DVS II contract. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1). See Numbered Note 22.
