Description
This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; No written solicitation will be issued. Solicitation Number ELC-05-011 is used for reference purposes. This is a 100% SET-ASIDE FOR SMALL BUSINESS. One contract is anticipated to be awarded as a result of this synopsis. The term of the contract is base year starting October 1, 2004 and ending September 30, 2005. The contract will have two option years. The Dept of Homeland Security, Bureau of Customs and Border Protection has a requirement for the following item: CLIN 0001, quan: 1 LOT. Non-personal Service for Boarding and care of (15) horses and equipment within the Imperial County. Contractor will provide all labor, supervision, equipment, supplies, for fifteen (15) horses owned by the United States Border Patrol, El Centro Station Horse Patrol as stated in the Scope of Work (SOW). $____________ Per Month CLIN 0002 First Option Year. $____________Per Month. CLIN 0003 Second Option Year. $____________Per Month. CONTRACTOR SHALL PERFORM AND ADHERE TO THE FOLLOWING MINIMUM STANDARDS FOR THE USBP. BOARDING - Shall mean the actual housing of fifteen (15) horses that are part of the Horse Patrol Unit. The contractor will provide an enclosed stall measuring 24'x24' for each horse. Each stall will have a cover over a portion to allow shade from the sun. In addition, each stall will have a feed trough and an automatic water bowl. Each stall will have a working gate with a latching mechanism that will not allow the horse to open the gate. CARE - Shall mean the measurers to be taken to ensure the safe and sanitary condition of the boarding facilities. The contractor shall allow 24 hour/7 days a week access to all Border Patrol Horses. The contractor shall provide fly control daily to ensure sanitary conditions. The contractor also will immediately notify the designated point of contact for the Border Patrol upon any discovery of illness or injury. An emergency contact number will be provided to the contractor for this purpose. The contractor shall provide a separate gate that separates the Border Patrol Horses from other horses being boarded on premises. This gate shall remain closed when not in use. Preference and consideration will be given for an on site Veterinarian Technician. SUSTENANCE - Shall mean the food and other minerals necessary to sustain the good health of the horses. The contractor shall provide a salt block in each stall. The contractor shall also provide a constant source of bermuda hay along with a single serving of alfalfa hay daily. The feeding times may vary due to variance in work hours. The contractor shall provide the horses with a digestive tract cleansing regimen monthly. The contractor shall also provide electrolytes when needed during extreme hot weather. The contractor will abide by any additional feeding requirements that may be deemed necessary by the Horse Patrol Supervisor or the veterinarian. In addition, the contractor will provide storage area for additional food that will be purchased by the Border Patrol on an as needed basis. AMENITIES - Shall mean any additional equipment or areas utilized by the Border Patrol Horse Patrol Unit. The contractor will allow the use of the hot walker, lighted wash rack, electrical services and a lighted arena at no additional cost to the Border Patrol. In addition, the contractor will provide a locked area for storage of equipment for use by the Border Patrol. The contractor will also make available a turn out pasture approximately one (1) acre in size for use when needed. The contractor will have the authority to put the horses into the turn out area as deemed necessary by the contractor. PARKING - Shall mean an area where the Border Patrol horse trailers may be parked and stored when not in use. The contractor will make available a parking space for the horse trailers that will allow 24 hour/7 days a week access to and from the property. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24.
