Description: SUBJECT: DOE OEA Critical Energy Infrastructure and Assurance: Preparing Local Governments. DESC: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to Public Technology Inc., Washington, DC (PTI) to provide the following: BACKGROUND: Local government has been dramatically demonstrated to be the first line of response and preparedness for emergency and disaster situations. Deficiencies have been noted within all critical infrastructure areas: energy, transportation, banking, finance, telecommunications, emergency response systems, and water supply. A common theme among these deficiencies is the lack of adequate information and communication protocols to support effective preparation and response options. Neither civilian nor military agencies can completely protect the population from the many threats facing the nation, but greater awareness, planning, communication, detection, and prevention can significantly reduce the consequences and expedite the response. The purpose of this proposed project is to aid individual local governments across the United States to implement and participate in DOE???s Office of Energy Assurance???s Energy Emergency Assurance Coordinator (EEAC) System. This proposed work plan, geared toward the local government sector, builds on a framework that has already been developed by the Office of Energy Assurance and other organizations representing state energy associations. This work is considered to be sole source to Public Technology Inc. (PTI) because they are a not-for-profit organization founded in 1971, is via charter the technology organization for the National League of Cities (NLC), the National Association of Counties (NACo), and the International City/County Management Association (ICMA). PTI is unique as being the only national organization dedicated to furthering the use of technology in both cities and counties. These associations, whose members are the elected and appointed officials of city and county governments, provide PTI with its policy direction. PTI???s Sustainability Task Force, a one-of-a-kind national network consisting of individuals representing large local governments, will perform the work required by the Department of Energy. Given PTI???s unique representation of local government officials and traditional areas of focus, it is in the public???s best interest to use PTI to implement the initiatives of DOE??? s Office of Energy Assurance addressing energy infrastructure reliability and security. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. Offerors shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Therefore, no solicitation will result the announcement. This award shall be made using FAR 13, Simplified Acquisition Procedures. Request for information should be addressed to Mr. Robert L. All bids, proposals, or quotations must be submitted by 5:00 PM Eastern Time, September 24, 2004.
