Description
Description: SUBJECT: Deepstar VII Project DESC: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to Triton Engineers Services Company, Sugar Land, TX: OBJECTIVES: The objective of this project is to identify technological requirements for conducting successful operations on future High Pressure (HP), High Temperature (HT) wells, identify gaps between required and existing technologies, and define the gaps to such an extent that manufacturers, serviced companies and technology providers can develop scope, time and cost proposals to close the gaps. SCOPE OF WORK: The recipient shall function as an integrator, identifying and integrating current capabilities with required capabilities. The recipient shall quantitatively define limits in existing technology through a process of forensic analysis of operator and service company records. This process shall identify actual limits as used in the field as opposed to published specifications. The recipient shall be provided with well profiles that include a range of possibilities of drilling complications/hazards and identify contingencies or gaps for meeting these contingencies. For example, it is intended to define current limits in LWD, directional, and other capabilities in terms of temperature and pressure limitations. The recipient shall also review two recent studies done for the National Energy Technology Laboratory, one which reviewed the current status of deep will completions and rock mechanics and a second that included a deep drilling benchmarking study. This work is considered to be sole source to Triton Engineers Services Company because they have assembled a unique consortium of industrial partners consisting of oil field operators, oil field service companies and drilling contractors interested in supporting research to identify technology gaps in deepwater drilling of high temperature and pressure scenarios. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. Offerors shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Therefore, no solicitation will result the announcement. This award shall be made using FAR 13, Simplified Acquisition Procedures. Request for information should be addressed to Mr. Robert L.
