Description
17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI4129 and is being issued as a Notice of Intent (NOI). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The associated North American Industry Classification System (NAICS) Code 561990, which has a size standard of $6 million. National Institutes of Health (NIH) intends to procure Field Support services on a sole source basis with the Tuberculosis Research Centre through the International Center for Excellence Research (ICER). This is the only company that can provide the services, particularly in this remote area of India. This is the only group that can administer the disbursement of US funds to the particular service provider in India; moreover, this group is the only group that can provide the infrastructure necessary to pursue this project. NIH funds is part of a DIR funded ICER project to provide research infrastructure to support the National Institute of Allergy and Infectious Diseases (NIAID) studies on mycobacterium tuberculosis and on the interaction between HIV and helminth infections in India. The purpose of this procurement is to provide funds to support the ICER operations in Chennai, India. These services are to support the following: 1) Providing transportation to and from elected sites, 2) Equipment and supplies are to include a) local communication equipment, b) locally purchased consumables and plastic ware, c) immunological reagents that can be purchased locally, d) office supplies, and maintenance contract for NIH owned equipment, and 3) Assessments include obtaining demographic information, administration of a questionnaire, histories, physical examinations, mobile chest x-rays, sputum collection, blood drawing, stool examinations, performance of a filarial circulating antigen test, and data collection. This service is to begin September 30, 2004 thru May 1, 2005. The government will award a fixed price purchase order to the responsible contractor. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Ms. Tonia Alexander at (301) 496-2607. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications ? Commercial Items. Offers must be submitted no later than 5:00 PM Eastern Daylight Time (EDT) September 20,2004 to Tonia Alexander.
