Description
The Regional Procurement Support Office, Florida, plans to issue a competitive, open market solicitation for human resources and recruiting services to support the institutionalization of the Bolivian Ministry of Government. The goal of the contract is to help improve the work performance, efficiency, effectiveness, and transparency of the public service employee system at the Ministry of Government, particularly those working on narcotics control programs. The contract will be between the U.S. Government and the contractor, but the client will be the Government of Bolivia. The work involves the following tasks, in phases: 1. Develop a human resources strategic view of the Ministry and undertake initial actions 2. Institutionalization of the Office of the Vice Minister of Social Defense, Directorate General of Seized Assets, and DIRECO. 3. Institutionalization of the Offices of the Vice Minister of Interior Regime, Minister of Government, Administrative, Legal, and Collections Departments 4. Institutionalization of the Directorates General for Controlled Substances, FELCN, and Citizen Security and Crime Prevention 5. Institutionalization of the National Service for Immigration, and Directorates General for Interior Regime, and Penitentiaries. The contractor must, using a multidisciplinary team, develop an implementation plan and organizational structure involving a critical assessment of overall human resources requirements, plans to manage the merit-based recruitment of civil servant, and career and labor regulations under applicable laws. The contractor shall also carry out a competitive, merit-based personnel selection process. Note 1: Potential offerors are cautioned that they must already be qualified through the Bolivian Civil Service commission to perform these services, by Bolivian law.
