- SINGLE SOURCE PUBLIC ANNOUNCEMENT ANNOUNCEMENT OF DECISION TO CONTRACT WITH ALLIED AVIATION FUELING COMPANY, ON A SINGLE SOURCE BASIS, FOR THE ACQUISITION OF FUEL HANDLING SERVICES & FUEL STORAGE. This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4 ??? Single Source Selection Procurement Process, Subpart 3.2.2.4.1.2. The purpose of this announcement is to inform industry of the FAA???s intent to acquire the Fuel Storage & Fuel Handling Services from a single source, Allied Aviation using single source procedures. The FAA has a requirement for a contractor to provide Fuel Handling Services and Fuel Storage for the aircraft fleet located at Ronald Reagan Washington National Airport in Washington, DC. Contractor shall have ability to transport and dispense aircraft fuel on a 24 hour/ 7-day/week basis. An Indefinite Delivery/Indefinite Quantity, Requirements type contract is anticipated. The contract performance period will be for five (5) years, and the Government estimates a total of approximately 350 calls per year. Past requirements were fulfilled through blanket purchase agreement arrangements with the Coast Guard. This arrangement has expired and the FAA will satisfy their immediate needs via direct acquisitions until a multi-year contract can be awarded. The North American Industry Classification System Code is 488190 . The anticipated base year contract, including four optional years will be in effect through fiscal year 2009. Allied Aviation Fueling Company is the only known source with operational hours, refueler tankers and access to the storage tanks leased by the FAA???s facility located at RR Washington National Airport. Other concerns who feel they have the ability to meet the needs of our requirement are requested to give written notification (including company name, telephone number with a point of contact) to the contracting officer listed in this notice, with reference made to market survey file # DTFAAC-04-R-00645, within 7 calendar days from the date of this announcement. Responses should provide information regarding the ability of your concern to satisfy the Government???s requirement. All responses to this market survey will be considered prior to further acquisition action by the Government. Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The final determination by the Government not to open this requirement to competition, based on any information provided in response to this announcement, is solely within the discretion of the Government. Responses and/or questions to this market survey shall be submitted in writing and directed to Michele D. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: DOT, Office of Small and Disadvantaged Business Utilization (SADBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
