Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation for purchase request F13ACB42442300 is issued as Request for Quotation (RFQ) using Simplified Acquisition Procedures at FAR Subpart 13.3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20040625. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. Full text of clauses can be located at FAR Clause 52.252-2, Clauses Incorporated by Reference website: http://farsite.hill.af.mil. This requirement is unrestricted. The NAICS code is 333298 with a size standard of 500 employees. Item to bid on: Self-propelled articulating boom. The working height requirement is 51 feet, lift capacity of 500 pounds, and rough terrain capability. Boom must be gas or diesel (not electric) with hydraulic platform rotation, AC wiring to platform, 12V DC auxiliary power unit, air line to platform, and platform work light. Non-marking and floatation tire package. Horizontal reach maximum 24 feet. Genie Industries Z-45/25 or equal (QTY: 1 EA). The required delivery date is 30 days after receipt of purchase order. Boom shall be delivered FOB destination, Maxwell AFB AL. The following clauses and. provisions are incorporated either by reference or full text and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offerors-Commercial Items and FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items. Offerors must include a completed copy of FAR provision 52.212-3 Alt I Offerors Representations and Certifications-Commercial Items, DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, and DFARS 252.225-7035, Buy American Act-Free Trade Agreements-Balance of Payments Program Certificates with bid. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items applies to this acquisition and the following subparagraphs under 52.212-5 are applicable: 52.222-21, Prohibition of Segregated Facilities, 52.222-26, Equal Opportunity, 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.222-36, Affirmative Action for Workers with Disabilities, 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52,225-13, Restrictions on Certain Foreign Purchases, and 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. FAR Clause 52.204-7, Central Contractor Registration applies. DFARS clauses 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items, applies and the following subparagraph are applicable: 252.225-7036, Buy American Act-Free Trade Agreements-Balance of Payments Program, and 252.232-7003, Electronic Submission of Payment Requests. DFARS clause 252.204-7004 Alt A applies. FAR clause 52.232-18, Availability of Funds applies. The Government will make an award to the lowest priced, responsible contractor whose quotation conforms to the solicitation.
