- COMBINED SYNOPSIS PURCHASE OF FABRICATION OF WEAPONS LOCKERS (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number F1SFGT42230500. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. (iv) This procurement is being issued as a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 332313 with a small business size standard of 500 employees. (v) This combined synopsis and solicitation is for the fabrication of 20 Weapons Lockers with the following requirements: (vi) Lockers will be fabricated with a minimum of ten-gauge steel construction with an inside protective polyurethane coating and black exterior enamel paint. Lockers will be designed in a two-container configuration with the following requirements (all measurements in inches L x W x H): The bottom container dimensions are: Exterior 87 x 24 x 17, Interior divided in to two compartments measuring 33 x 23 x 15 and 50 x 23 x 15, Each compartment will be secured by two doors that hinge on the outside with dividing panels. The top container dimensions are: Exterior 87 x 24 x 69, Interior is divided in to four compartments. The (2) center compartments measure 41 x 23 x 53. The (2) top compartments measure 41 x 23 x 25. The left side compartments will be secured by two doors that hinge on the outside with dividing panels. The right side compartments will be secured by two doors that hinge on the outside with dividing panels. The racks must be adjustable to meet different weapons lengths and allow the weapon to lean to a maximum 35-degree incline. A ten-gauge hook should be attached from the top of the main cabinet to hang gear. The doors must be able to be secured with a heavy-duty hasp type locking system that will accommodate a type two-style lock. Lockers will be capable of holding and securing the following: (6) M-4/M-16s, (2) M-203s, (2) M-240s, a MK-19, M-9 ammunition and 12 members tactical gear. Sketches will be faxed upon request. (viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition. (ix) Quotes will be evaluated on price, price related factors and ability to meet specifications. (x) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders--Commercial Items (June 2003) (DEVIATION), applies to this acquisition which includes: FAR 52.219-8, Utilization of Small Business Concerns (Oct 2000), FAR 52.222-26, Equal Opportunity (Apr 2002)(E.O. 11246), FAR 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (Dec 2001)(38 U.S.C. 4212), FAR 52.222-36, Affirmative Action for Workers with Disabilities (June 1998)(29 U.S.C. 793). (xiii) The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable: DFARS 252.225- 7036, Buy American Act and Balance of Payment Program; 252.225-7016, Restriction on Acquisition of Ball and Roller Bearings, Alternate I; 252.232-7003, Electronic Submission of Payment Requests. (xiv) The clauses at FAR 52.204-7, Central Contractor Registration (Oct 2003) and DFARS 252.204-7004, Alternate A (Nov 2003) apply to this acquisition. (xv) All firms or individuals responding must be registered with the Central Contractor Registration (CCR), http://www.ccr.gov/. The Government reserves the right to award on a multiple award or an all or none basis. (xvi) Quotes are required to be received no later than 12:00 PM MST, Wednesday, 15 September 2004.
