Description
The Extended Area Protection and Survivability (EAPS) Science and Technology (S&T) Program Architecture Study will provide concept definition, requirements analysis, functional analysis, and design synthesis, and establish a baseline architecture to enable stationary/mobile 360 degree hemispherical extended area protection and survivability of future Army combat unit assets from direct and indirect fires, including rocket, artillery and mortar (RAM), Unmanned Aerial Vehicle (UAV), and Cruise Missile (CM) threats while minimizing cost, weight, and space allowing for improved deployment and mobility. Currently no existing or programmed system has the capability to negate unguided rockets and mortar/artillery projectiles with mechanical fuzes after they are launched. Only a limited capability exists to negate UAV reconnaissance capabilities at sufficient range to preclude detection, identification, and targeting. Protection and survivability capabilities in Army combat units faced with this threat must b e demonstrated to deter or defeat those enemy capabilities. Current capability gaps in combat unit survivability that result from these threats are identified in Force Operating Capability (FOC) 09-01: Survivability For Stationary Hemispherical Area Prote ction, FOC 09-02: Survivability For Mobile Hemispherical Area Protection, and FOC 09-06: Defeat/negate limited and saturation attacks of unguided and guided Rockets, Artillery and Mortar Projectile threats and improve the capability to defeat Cruise Missi les, TBMs and stand off threat UAV and RW recon capabilities at sufficient range to preclude detection, identification and targeting. The Architecture developed in this study will provide a detailed engineering definition of the system and technologies required to eliminate those gaps and shortfalls and satisfy the stated Army need. It is the Governments intent to issue multiple Cost Plus Fixed Fee contract awards for this study to those domestic corporations that can demonstrate experience in definition, development, and lead system integration for fielded Army tactical weapon syste ms and that provide a clear understanding and a cost-effective approach to the requirements of the Statement of Work. Only one proposal per company will be considered. The period of performance of the contract is estimated from Jan 2005 through Dec 2009, utilizing a basic 12 month effort and four 12-month option periods. The expected funding profile per award is $40k (baseline), $160k (option 1), $200k (option 2), $200k (option 3), and $300k (option 4); or more depending upon funding availability. The Government will fully utilize the internet and electronic submission to issue the solicitation and amendments; offerors shall submit an email request for the solicitation within fifteen days from the publication of the synopsis.
