- The proposed contract action is for services for which the Naval Medical Center San Diego intends to solicit with only one source, for Emergency Medical Technician Services,under the authority of FAR 6.302. Interested contractors/persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotations. However, all quotes received by September 14, 2004, 3:00 p.m., Pacific Standard Time, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number, N00259-04-T-0044 is issued as a request for quotation (RFQ). Clin 0001. Contractor shall provide guidance to paramedics and Emergency Medical Technicians of Naval Medical Center for outpatient needs to include the following services on a ?per call? basis in accordance with the Statement of Work for the period of Octber 1, 2004 through September 30, 2005. Clin 0001AA. Advanced Life Support (ALS) Quality Assurance Review/Training for Paramedics to include: 1) ALS Chart Review-Quality Assurance (240 hours per year) 2) Adminstration Participation (100 hours per year) Base Hospital Coordinator and Medical Director Over-Sight 3) Educational Services 96 instructor hours and 8 hours instructor over-site 4) One four hour class each year quarter to include: Case review based on Quality Assurance trends; Treatment/Policy/protocol Updates and Review; Skills review/testing or emedial training as needed; Clinical/Medical related lectures relating to Quality Assurance; EMTDC Instructor Oversight 5) Clerical Support Data Processing-Access database for all calls Tired level cost for ALS based on call volume: QTY: 01, Unit of Issue: LOT. 1) 0-20 calls per month/0-200 calls per year $_____/call, 2) 21-35 calls per month/200-400 calls per year $_____/call, 3) 35-50 calls per month/400-500 calls per year $_____/call, 4) over 50 plus calls per over 500 calls per year $_____/call. Clin 0001AB. Basic Life Support (BLS) Quality Assurance Review/Training for EMT to include: 1) BLS Chart Review-Quality Assurance (367 hours per year); 2) Administrative participation (120 hours per year; Base Hospital Coordinator and medical Director Over-Sight ; 3) One 4-hour class each year quarter to include: case review based on Quality assurance trends, Treatment/Policy/Protocol Updates and Review, Skills review/testing or remedial training as needed, Clinical/Medical related lectures relating to Quality Assurance, EMTDC Instructor Over-Sight. 5) Clerical Support Data Processing- Access database for calls Tired level cost for ALS base on call volume: 1) 0-75 calls per month/1600 calls per year, $______/call 2) over 175 calls per month/over 1660 calls per year $______/call. Statement of Work: 1. Scope of Contract a) As per San Diego County Protocols and standards, every ambulance service needs to affiliated with a base hospital who provides medical guidance to those EMT and Paramedics in the field whose resposnsibility is to provide their patients with the correct level of care, b) This service provided by the Contractor will no only fulfill this requirement, but will provide Naval Medical Center, San Diego Emergency Medical Service with added options at a low cost to the Government. The following are the services that will be rendered by the contractor: a) Paramedic call over-site/Medical Control Estimated 500-600 calls per year. b) BLS Chart Review-Quality Assurance Approximately 1600 charts per year 367 hours = 10 minutes over-site per call c) ALS Chart Review ?Quality Assurance 240 hours per year d) Administration particiaption 220 hours per year Base Hospital Coordinator and Medical Director Over-site. e) Educational Services 96 Instructor hours, 8 hours Instructor over-site and One 4 hour class each quarter to include: Case review based on Quality Assurance trends, Treatment/Policy/Protocol Updates and Review, Skills review/testingor remedial training as needed, Clinical/Medical related lectures relating to Quality Assurance, and EMTDC Instructor Over-site. f) Clerical Support, Data processing ? Access database, 200 charts per year. Cost Level Model: 1. ALS call volume: a) 0-20 calls per month/0-200 calls per year b) 21-35 calls per month/200-400 calls per year c) 35-50 calls per month/400-500 calls per year d) >50calls per month/>500 calls per year 2. BLS call volume a) 0-175 calls per month/1600 calls per year b) >175 calls per month/>1600 calls per year Naval Medical Center San Diego Responsibilities a) Naval Medical Center San Diego will maintain an EMS Medical Director and an EMS Manager/Coordinator to liaison between the contractor and the Government representative to ensure the contract is being carried out. Responsibilities will also include a chain of command for those EMTs and Paramedics who need to communicate on an-?off-line? conversation with the base hospital. b) Naval Medical Cener San Diego will continue to supply and provide maintenance to those ambulances for the Miramar contracted ambulance services. c) The Government may terminate this contract for default for failure to abide by the provisions of this contract, abuse of its provisions, or abuse or fraud committed against any agency of the government by the contractor, or incapacity rendering the contractor incapable of delivering services. Past performance and qualified Emergency Medical Tchnicians qualifications based on SOW when combined it has more importance than cost or price. Prior to Contract Award, the government reserves the right to review the resumes of contractor employees performing under the contract solely for the purpose of ascertaining their qualifications relative to the personnel qualifications terms of the contract. Accordingly, the contractor shall furnish such resumes and all professional requirements as stated in the Statement of Work (SOW) to the Contract Specialist along with their quote.
