- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR part 13.5 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N68836-04-T-0247 applies and closes 21 September 2004. This procurement will be processed under the Simplified Acquisition Procedures (SAP) Demonstration Test Program FAR 13.5. The North American Industry Classification System (NAICS) Code is 424920 and the Small Business Size Standard is 500 employees. A firm fixed price contract is anticipated. CLIN 0001 - Book?s, ?ETHICS AND THE MILITARY PROFESSION?, ISBN: 0-536-84011-3, brand name or equal, 2700 EACH CLIN 0002 - Book?s, ?CASE STUDIES IN ETHICS FOR MILITARY LEADERS?, ISBN: 0-536-84188-8, brand name or equal, 2700 EACH SPECIFICATIONS: The Ethics Textbooks must specifically provide: (a) Recent military case studies (e.g., from Iraq and Afghanistan) with heavy naval service emphasis illustrating moral problems arising in the contemporary profession of arms, including issues of command responsibility and new forms of warfare (such as specific examples of dilemmas arising in humanitarian military intervention). (b) Diverse readings from classical western sources on the origins of current ideas about morality and moral obligation, with an emphasis on the unique obligations of military officership, including discussion of the U.S. Constitution, civilian control of the military, the Officer?s Commission and Oath of Office, and the unique Moral obligations to the State that arise from these specific sources. (c) The Ethics textbooks must be aligned with the curriculum of the United States Naval Academy courses.
