- This is a combined synopsis/solicitation for commercial items prepared in accordance FAR Subpart 13.5 and formatted in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) N66001-04-Q-1044. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24, dated June 18, 2004. This acquisition is 100% set-aside for small businesses. See Note 1. This acquisition is restricted to U.S. companies only. The associated NAICS code is 334111 and small business size standard is 1,000 employees. The item to be acquired is the Motorola MVME5500-0161 VMEbus board. FAR 6.302-1 applies. Substitutions are prohibited and quotes received for items other than this product shall be considered non-responsive and will not receive consideration. The item to be acquired under this acquisition is designated as CLIN 0001, with a quantity of 8 each; and Option CLIN 0002, with a quantity of 77 each. Required delivery of CLIN 0001 is no later than 30 December 2004. The desired delivery date for CLIN 0002 is no later than 29 July 2005. Delivery and acceptance terms of CLIN 0001 and 0002 are F.O.B. Destination. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The Standard Form 1449 is made available under the SPAWAR E-Commerce Central (SPAWAR E-CC) at https://e-commerce.spawar.navy.mil, under this solicitation as a file titled "SF1449". The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition, with the following fill-in to paragraph (a): technical acceptability through a written confirmation that the Motorola MVME5500-0161 VMEbus board shall be provided, price, and delivery schedule as it relates to desired delivery date for CLIN 0002 Offerors are advised to include a completed copy of Alternate I of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. This document is made available under the SPAWAR E-Commerce Central (SPAWAR E-CC) at https://e-commerce.spawar.navy.mil, under this solicitation as a file titled "Reps & Certs" and combines with DFARS 252.212-7000. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and the following addenda is incorporated: Invoices are to be sent in accordance with FAR 52.212-4(g) to the address at SPAWARSYSCEN San Diego, P.O. Box 80818, San Diego, CA 92138-0818. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies with the FAR clauses 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; and 52.222-36, Affirmative Action for Workers with Disabilities applicable to the acquisition. The following FAR clauses are incorporated into this contract in full text: 52.217-7, Option for Increased Quantity?Separately Priced Line Item -- The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor from Date of Award through 8 months. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree; and 52.233-2, Service of Protest -- (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from: Commanding Officer, Space and Naval Warfare Systems Center, ATTN: Ms Esther E. Christianson, Code 226, 53560 Hull Street, Bldg A33, Room 1602W, San Diego, CA 92152-5002; (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. The following FAR clauses are incorporated into this contract by reference: 52.242-17, Government Delay of Work; and 52.247-34, F.O.B. Destination. The clause at 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the FAR clause 52.203-3, Gratuities; 252.225-7012, Preference for Certain Domestic Commodities; 252.247-7002, Requests for Equitable Adjustment; and 252.247-7024, Notification of Transportation of Supplies by Sea. The following DFARS clauses are incorporated into this contract by reference: 252.206-7001, Domestic Source Restriction; 252.209-7001, Disclosure of Ownership or Control by the Government of a Terrorist Country; and 252.211-7003, Item Identification and Valuation with para. (c)(1)(ii) filled in with "None". Quotes are due by September 20, 2004, 2:00 PM Pacific Time. Quoters shall submit their quotes electronically via the SPAWAR E-Commerce Central (SPAWAR E-CC) at https://e-commerce.spawar.navy.mil. Quoters submitting electronic quotes shall register in the SPAWAR E-CC and select their own password in order to submit a quote. Quoters are required to read the "Submitting a Proposal?" web page found in the SPAWAR E-CC. As an addenda to FAR 52.212-1(f), quotes submitted electronically will be considered "late" unless the quoter completes the entire transmission of the quote prior to the due date and time for receipt of quotes.
