Description
The Marine Corps Air Station, New River, NC has a requirement to build heavy gross weight loads that can be slung under MV-22?s to conduct external load training. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-04-T-3371 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24(b) and Defense Acquisition Circular 98-52. This acquisition is under the North American Industry Classification System code 332999, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract, for the following item: Heavy gross weight loads. Each of the loads desired shall be built with similar tolerances and should include the following: Built with non-concrete metallic non-corroding materials, consisting of pad-eye lifting points capable of lifting the load from a single pad-eye, contain lift points on more than one side, be able maintain structural integrity when dropped from an altitude not to exceed 25 feet above ground level. All of the loads except the largest (18000 lbs) must be able to withstand aerodynamic loads when flown at 220 MPH and cannot develop aerodynamic lifting tendencies (should be of a cubic design, vice flat or curved). The detailed load specifications are listed below: Item 0001, 2 each 1000 lbs loads, built with a single pad-eye lift point on two separate but not opposite sides. 1000 lbs load cannot exceed 4 cubic feet; Item 0002: 2 each 4000 lbs loads, built with a single pad-eye lift point on two separate but not opposite sides. 4000 lbs load cannot exceed 10 cubic feet; Item 0003: 2 each 6000 lbs loads, built with a dual pad-eye lift points on two separate but not opposite sides at least 12 feet apart between the forward and aft lift point. 6000 lbs load cannot exceed 40 cubic feet: Item 0004: 1 each 10000 lbs load, built with dual pad-eye lift points on two separate but not opposite sides at least 12 feet apart between the forward and aft lift point. 10000 lbs load cannot exceed 60 cubic feet; Item 0005: 1 each 18000 lbs load, built with dual pad-eye lift points least 12 feet apart between the forward and aft lift point. 10000 lbs load cannot exceed 60 cubic feet. Freight must be included in the unit price. The delivery requirements are FOB DESTINATION. The loads shall be delivered to Commanding Officer, Hanger AS-504, MCAS, New River 28545, with a delivery date NET 1 October 2004 and NLT 15 December 2004. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (JAN 2004). FAR 52.212-3 Alternate I, Offer Representation and Certifications-Commercial Items (April 2002). A completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (OCT 2003). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2004), to include clauses (5) (14) (15) (16) (17) (18) (19) (20) (25) and (30). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUN 2004), applies with the following clauses applicable for paragraph (b); DFARS 252.225-7036 Alt 1, Buy American Act?North American Free Trade Agreement Implementation Act?Balance of Paymebnt Program (JAN 2004); DFARS 252.232-7003 Electronic Submission of Payment Requests (JAN 2004) and DFARS 252.247-7023, Transportation of Supplies by Sea (MAR 2000). Evaluation Factors: The Government will award a purchase order resulting from this Request for Quotation to the technically acceptable, responsive, responsible offeror based on price and delivery alone. This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-A1C. All quotes must be received no later than 4:oo PM, local time, September 20, 2004.
