Description
NAICS Code: 611430 The U.S. Environmental Protection Agency (U.S. EPA) Office of Radiation and Indoor Air, Radiation and Indoor Environments National Laboratory (ORIA/R&IE) intends to award fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-2, Evaluation-Commercial Items, and FAR 52.212-4 Contract Terms and Conditions-Commercial Items, apply to this acquisition. STATEMENT OF WORK: BACKGROUND: The U.S. Environmental Protection Agency Office of Radiation and Indoor, Radition and Indoor Environmental National Laboratory (ORIA/R&IE) continues to strive to provide a forum in which employees are encouraged to grow and develop by bringing in the most effective and comprehensive training tools available. This growth and development precipitates not only improvements in the organization's developmental climate, but also brings an establishment of a more effective climate for all employees in which to work. Towards these efforts, the Contractor shall provide a three day training seminar which will take place at the ORIA/R&IE Lab in Las Vegas, NV and be centered on individual behavioral evaluations of all 39 employees of the laboratory. PERIOD OF PERFORMANCE: The period of performance for this purchase order shall be from September 20, 2004 through September 23, 2004. TASKS: The Contractor shall provide a skill building program which has a pre-work evaluation for all employees of the ORIA/R&IE laboratory. The Contractor shall utilize a 360 degree feedback model with results being non-anonymous. The Contractor shall conduct a behaviorally based, skill building workshop which is customized to meet the needs of all individuals (based on the 360 evaluation) and the organization's needs via the utilization of a climate survey. The Contractor shall provide feedback to each individual NOT based on aggregated or averaged results. The Contractor shall focus this workshop on concrete behaviors of the individual, and not on attributes associated with individuals. The Contractor shall include the facilitation of conflict management, next steps to create positive behavior patterns, and role-playing sessions based on real-life scenarios. Following the workshop, the Contractor shall make the assessments available to each individual at all times. REQUIREMENTS: The place of performance for this purchase order will be in Las Vegas, Nevada. QUOTE SUBMISSION INSTRUCTIONS: The Offeror shall prepare a succinct technical proposal which demonstrates an understanding of the Statement of Work (no more than 15 pages, not including resumes). The Offeror shall identify key staff proposed for this requirement. The Offeror shall also provide three references who can evaluate performance based on similar requirements. The Offeror shall also include a cost proposal, including firm fixed price for this requirement. The Contractor shall include proposed amounts for any indirect costs and other direct costs. Copies of the technical and cost proposal shall be submitted in pdf format to Contracting Officer Carole Britt at britt.carole@epa.gov and COTR Valerie Daigler, at daigler.valerie@epa.gov by the response date. EVALUATION FACTORS: The Government intends to make award to the responsible Offeror whose offer conforms to the Request for Quote (RFQ) and is most advantageous to the Government, cost and other factors considered. For this RFQ, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The technical evaluation criteria, which are in descending order of importance, are as follows: 1.Corporate Experience relevant and comparable to the scope and complexity of the requirements described in the Statement of Work. 2. Technical approach for this requirement which demonstrates understanding of developing a 360 degree non-anonymous feedback model, three day behavioral skill building workshop, and follow up assessment access as described in the Statement of Work. 3. Staffing and management approach for the tasks described in the Statement of Work to include education, experience, certifications, and capabilities of the personnel proposed by the Offeror. 4. Past Performance and performance with similar work, including demonstrated expertise relevant to the task area of the Statement of Work. 5. Cost/Price The NAICS Code for this procurement is 611430. Any firm who believes it is capable of meeting EPA's requirement stated herein may submit a response, which if received within 5 calendar days of the date of this announcement will be considered.
