Description

The Directorate of Contracting, Fort Bliss Texas, intends to award a sole source contract to SCI Technologies d/b/a SCI Systems, Huntsville, AL. This award is for the delivery of a TOCNET (Tactical Operations Center Inter-Communication System), a s tate-of-the art digital inter-communication system (ICS). The communication system was chosen by Army Air and Missile Defense Command and is being fielded through-out the Army to Air Defense Units for implementation. The system was selected through field ing and testing the equipment based upon its flexible, rugged architecture and overall quality and reliability. It is modular and expandable allowing for customization to provide complex communication solutions for varying applications. TOCNET provides i nterfaces for fixed and mobile TOCs (Tactical Operation Centers) for both ground and air-based theaters, radar sites, missile launch sites and Air Traffic Control Centers. No request for proposal is available for competitive bidding; however, interested parties may submit a Statement of Capability for satisfying this requirement within 7 days of this announcement to the contact person listed above. This announcement is not a request for competitive proposals. All responsible sources shall respond by sub mitting a written narrative Statement of Capability including detailed technical information and other technical information literature demonstrating the ability to meet the above requirements. The responses must be sufficient to permit agency analysis t o establish a bone fide capability to meet the requirements. No telephone request will be honored. Failure to submit documentation will result in the Government proceeding with the award. A determination by the Government not to compete this proposed re quirement based upon responses to this notice is solely within the discretion of the Government.
