- NASA's Goddard Space Flight Center (GSFC) is seeking an industry partner(s) for participation in the Troposhperic Winds Lidar Technology Demonstration. This instrument development and demonstration is proposed to respond to the NASA Research Announcement (NRA) for the Instrument Incubator 2004 (IIP-2004) program. The selected partner(s) will assist in the preparation of the initial proposal, participate in the engineering design phase of the project, and oversee the development of the contributed Doppler lidar enabling technology, system or sub-system. It is expected that primary selection of the proposed Troposheric Wind Lidar activity under the IIP-2004 NRA and the availabilty of funds would result in a contract to provide development of the Doppler lidar enabling technology, sub-system or engineering service. GSFC plans to select a partner(s) using the following steps: 1) issue the Partnership Opportunity Document, which includes an overview of the global Tropospheric Winds IIP Development Program, instrument description, lidar system requirements, and instructions about how to respond to this partnership opportunity; 2) schedule oral presentations; 3) receive presentation packages from interested Partnership Opportunity Document respondents; 4) conduct oral presentations, October 4-5, 2004; and 5) evaluate oral and written presentations. All Partnership Opportunity Document respondents who intend to make an oral presentation must provide written or electronic notice by no later than September 21, 2004. Notice shall be by e-mail to Mr. Bruce Gentry at Bruce.M.Gentry@nasa.gov. All Partnership Opportunity Document respondents shall deliver their complete oral presentation packages to the following address no later than 6:00 p.m. Eastern Standard Time on September 28, 2004: NASA/Goddard Space Flight Center, Attention: Mr. Bruce Gentry, Code 912, Building 33, Room A407, Greenbelt, MD 20771. The Partnership Opportunity Document does not represent a guarantee of selection for hardware development. GSFC does not currently have a requirement for this activity or funds available to support its development. This solicitation/synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.
