- General Information Document Type: Solicitation Announcement Solicitation Number: 04-3K06-020 Posted Date: September 9, 2004 Original Response date: September 20, 2004 Classification date: T – Photographic, mapping, printing & publication services. Contracting Office Address Department of Agriculture, Agricultural Research Services, Acquisition and Property Division, Acquisition, 1280 Maryland Avenue, SW, Suite 580-C, Washington, DC 20024 Description USDA intends to make sole source to Mr. Marvin G. Pollard based on a Sole-Source award on 9/24/2004. The proposed contract will be a Firm Fixed Price multi-year type contract with a base year and four (4) one-year option periods. This announcement is a solicitation for commercial items prepared in accordance with FAR Subpart 5.2. The U. S. Department of Agrigulture’s National Agricultural Statistic Service (NASS) has a requirement for technical services and guidance of a cooperative publication program, which requires expertise in the following: 1. Provide a pre-press, press, and post-press operations which entails the reviewing of completed work at established intervals and providing suggestions to improve quality and press efficiency on a daily basis. 2. Provide technical expertise on Computer-to-Plate transfer of electronic files from graphic designers to pressmen. 3. Provide technical expertise to repair print shop equipment which includes Ryobi 512 presses, Hamada 252, AB Dick two color presses – 9815, 9850, 9870, 9840, 9805, 9890, Duplo collators, MBO folder, Prims ink jet system, Bessler shrink wrapper, Bell and Howell envelope inserter, Procut paper cutter, Polar paper cutter, Pierce numbering machine, Horizon perfect binder, Astro envelope feeder, Baum folder, Challenge paper drill, and Eskofant platemaker. 4. Provide technical guidance of mail operations for first class, periodicals and bulk mail. 5. Utilize State and Federal inventory monitoring systems as well as procurement process to secure supplies. 6. Provide technical expertise of post-press activities including cutting, folding, shrink-wrapping, collating, and bindery work. 7. Conduct daily safety check of all equipment and look for potential hazardous conditions that could harm print shop employees. 8. Provide technical guidance to secure sensitive material subject to confidential restrictions prior to release of publication. 9. Provide technical guidance to meet State Archives rules and regulations. 10. Provide technical guidance for accurately computing required cost statements on all cooperator documents.
