Description
It is the intent of the United States Coast Guard (USCG) to identify possible sources and obtain information regarding the possible commercial off the shelf availability of a vessel which can meet the performance requirements stated in Attachment A of this Request for Information (RFI) announcement. LEAD SHIP: The attached statement of work applies to the Production and Deployment of the Long Range Interceptor (LRI) Lead Ship. This work includes design engineering and analysis, fabrication and construction work to adapt a commercially available small boat to the current Integrated Deepwater System requirements and the LRI?s parent asset interface requirements (Parent assets for the LRI are the National Security Cutter (NSC) and the Offshore Patrol Cutter (OPC)). Modification of an existing commercial product precludes the necessity for the Contractor to complete LRI Concept Design and Preliminary and Contract Design Phases prior to LRI production and deployment. This RFI is required component of a complete and systematic process to evaluate interested parties under the USCG?s Long Range Interceptor program. This request for information is not a RFP, nor is a RFP available. In order to minimize costs both to potentially interested parties and the government, this notice is being issued to determine the interest and feasibility of proceeding with a formal request for proposals (RFP). Should insufficient credible interest be identified for meeting the performance requirements identified herein, it is highly likely that no formal solicitation will be issued. Should interest be determined sufficient, a formal RFP may be forthcoming. Interested parties should provide a Statement of Interest on company letterhead (not to exceed 20 pages in length, printed on one side only, and double-spaced) on or before October 5, 2004. The statement shall include as a minimum the following criteria: (1) capability and experience in designing and constructing similar vessels; (2) financial capacity to provide similar a vessel on a firm fixed-price Indefinite Delivery, Indefinite Quantity (IDIQ) basis; (3) a statement showing an understanding of an obligation to provide up to 40 vessels on a firm fixed-price, IDIQ basis; and (4) a specific written acknowledgement of an understanding of the performance requirements listed in this RFI. The Government does not intend to issue a conveyance document on the basis of this announcement or otherwise pay for the information solicited. There will be no site visits.
