Description
Part 1 ? General 1.1 General Description-The contractor shall provide all labor, equipment, materials, transportation and supervision necessary to perform grounds maintenance at the US Coast Guard Richmond Heights Housing. Period of performance is 15 Oct 04 thru 30 Sept 05. The work consists of grass mowing, trimming of turf, edging, pruning and trimming of trees and shrubs. Contractor shall clean grounds, including weeding, raking, blowing or vacuuming sidewalks and roadways, collection and disposal of all liter and trash in all common areas and playgrounds. 1.2 Inspection Prior to Bid-Prospective bidders is encouraged to visit the site to familiarize themselves with the existing conditions. Arrangements for visiting the sire may be made by contacting: US Coast Guard Housing 15420 SW 120 Ave Miami FL 33177 #305-278-6938. 1.3 Work Condition-The contractor shall closely coordinate all work with the Contracting Officer?s Technical Rep or the Housing Officer, same address and phone number as above, to reduce disturbances to personnel and operations. 1.4 Contractor Use of Premises-The contractor will be working on a Coast Guard operational military installation. Become familiar with station fire, traffic and security regulations. Personnel shall not stray from neither the immediate area of work nor direct avenues if ingress and egress unless authorized in advance by the COTR. 1.5 Security-The contractor shall provide the COTR with a list of names of all personnel who will be working on the site. The contractor shall submit a revised list at any time during the project. Only personnel on the approved listing will be allowed on the site. (1.5.1) All personnel shall carry proper identification (ID) when on site. Proper ID is defined as wither the individual?s divers license, or a company issued ID. The identification must be laminated, and shoe a facial picture of the individual. Individuals without proper ID will be escorted off the housing premises. 1.6 Permits/Licenses-The contractor shall be responsible for obtaining all permits and licenses necessary to comply with all applicable Federal and State laws. 1.7 Safety-All equipment provided by the contractor such as lawn mowers, etc. should be in good condition and comply with safety regulations. 1.8 Work Schedule-The contractor is responsible for establishing and maintaining a daily work completion schedule for performance of work and strictly comply with these specifications. The contractor is responsible for initiating a conference with the COTR and proposing a work item checkli8st and inspection schedule. No work should be started prior to 0730, and all work shall be completed at 1600. To maintain the beauty and uniformity of the lawns, a complete cycle of mowing, trimming, edging, etc. should be completed in two days. Part 2: Equipment 2.1 All power operating equipment and tools shall be operated within the safety parameters as defined by OSHA. Equipment shall be carefully maintained and operated with proper safety guards and devices and with discretion near housing residents. The COTR may stop work if equipment is found unsafe. No contractor equipment will be left overnight on Coast Guard property with the authorization of the Housing Officer. 2.2 Safety-All equipment operators will be qualified operators of their power equipment, trucks, street sweepers, etc. All equipment operators shall use gloves, safety glasses, helmets or other safety equipment as required on the job. 2.2.1 A material safety data sheet (MSDS) for any chemicals used shall be submitted to the COTR prior to the award of this contract. All chemicals shall be brought onto Coast Guard property in containers designed specifically for their storage, in good condition and free of leaks. Part 3: Supervision, Scheduling and Inspections 3.1 Work Schedule-The contractor is responsible for establishing and maintaining a monthly completion schedule for performance of work as per these specifications. The contractor is responsible for initiating a conference on a bi-weekly basis to schedule the lawn maintenance of any vacant units. The COTR must approve the performance and inspection schedule each month before work can proceed the following month. 3.2 On Site Supervision-The contractor is required to have a qualified work supervisor on the job while contract work is being performed. The qualified supervisor must serve as a point of contact for the COTR in maintaining the work specification requirements, scheduling and inspections and maintaining safety standards. 3.3 Inspections-The contractor or on-site supervisor will notify the housing office when each cycle of mowing is completed. At that time the Housing representative will inspect the work to ensure all required work has been competed in accordance with the statement of work. Part 4: Execution 4.1 Private Spaces (Responsibility of Residents) 4.1.1 Unit?s G & H-The resident will be responsible for the lawn care from the front of the unit to the sidewalk and the back of the unit to the perimeter road, as will as the sides. 4.1.2 Unit?s F-The residents will be responsible for the lawn care of the front, fenced in back and side of unit. The residents in unit 15511 and 15561 will also be responsible for the sides up to 20 feet from the driveway. 4.1.3 Units D & E-The residents will be responsible for the front, and fenced in the back of the unit. Until a privacy fence is installed, the residents of unit 15615 will be responsible up to 30 ft from the back of the duplex. The residents of units 15610, 15620, 15630 and 15640 will be responsible up to 20 ft from the side of the unit. 4.1.4 Units B & C-The residents will be responsible for the front, fenced in back and side of units. Residents of units 650, 660, 670 and 695 will be responsible up to 20 feet from the side of the unit. 4.2 Contractor Spaces (Responsibility of Contractor) 4.2.1 Includes all common and improved areas (other than private areas as defined above) located within the boundary lines of the US Coast Guard Housing Complex Richmond Heights. Playgrounds will be weeded on a regular basis. Safe checmicals such as Round-Up may be used to keep weeds from growing. Completed landscaping and lawn services will be provided to the A unit (Admirals Quarters). This also includes the pool area inside fence, and all arbors and planters ?including the main arbor in front of the complex.? 4.2.2 Vacant Units-The contractor will contact the Housing Rep to obtain a list of vacant units. All vacant units will be mowed and trimmed at the same time as the regular lawn services. (Per paragraph 4.3.2 and 4.3.3) 4.3 Lawn Care 4.3.1 Litter and Trash Removal: Bottles, paper, cartons, cans, branches and other materials not compatible with well-kept grounds shall be removed prior to each mowing. All debris is to be hauled outside the Government property area immediately upon collection and disposed of at the contractor?s expense. Under no circumstances shall the contractor utilize tenant or housing containers. 4.3.2 Mowing-Grass cutting shall be done on a recurring basis every 15 days or twice a month from November through April and every 10 days or 3 times a month from May through October. All areas shall be maintained within the limits of the contractor spaces as defined in section 4.2. Mowing equipment shall be kept in sharp condition. The cutting height at all units, including the sides if E and D units and the centers of G and H units will be 3?. Cutting height for all field areas is a 4? minimum. 4.3.3 Trimming Turf-Trimming shall be done a recurring basis in conjunction with grass cutting and shall include edging of grass all walks and roadside or areas where grass meets asphalt/concrete. This includes sidewalks, roadways, tennis/basketball courts, etc. ?Trimming? of all grass not reachable with mower, i.e., along walks, walls, fences, trees, shrubs, fire plugs, poles or any structure that is in contractor?s space. String trimmers are not to be used around any small plants or within 2? feet if any tree. 4.3.4 Clean Up-Immediately after each ground service (the same day), the contractor must collect all grass clippings, hedge trimmings, leaves, palms, trash and debris and haul such material away as per section 4.3.1. The contractor must sweep, vacuum or blow all streets and sidewalks clear of debris and dispose of properly. 4.3.5 Pruning/Trimming of Shrubbery-Hedges and shrubs in all contractor spaces shall be maintained in a neat fashion as directed by the COTR. Pruning shall be done to develop proper shape and growth, to remove broken limbs and damage by insects, disease or storm and to clear utility poles and lines. This includes de-weeding around all trees and improved flowerbeds. This service is required monthly. 4.3.6 Pruning/Trimming of all Trees-Prune all palm trees located in the private and contractors spaces including the removal of seeds and lower palm fronds. This cleaning is required monthly. Trees along public sidewalks shall be pruned such that overhanging limbs do not pose a hazard to pedestrians. All trees will be kept (7) seven feet clear of the ground. 4.3.7 Fertilizing-Contractor will fertilize the common areas twice a year, and water in conjunction with the fertilizing, as required. Eradication by chemical means may be utilized if approved by the COTR. Chemicals, if utilized, must meet Environmental Protection Agency (EPA) requirements and are supplied at the contractor?s expense. Chemicals shall not be used for edging. 4.4 Liability-Contractor will be liable for any damage done to the personal or government owned property, including damage to automobiles, automobile body paint, windows, etc., from flying rocks and debris. 4.4.1 Any work not satisfactorily completed in accordance with this statement of work will result in reduction of payment. 4.4.2 The contractor?s employees shall decline direction by any other person other than the designated COTR.
